Troy City Council met at Troy City Hall on HAugust 20, 2019 in regular session. Mayor Robert Jenkins called the meeting to order at 6:30 p.m. Others present were council members Hobert Clary, Stan Ruhnke, and Carolyn Clary. City Clerk Jane Boeh, City Attorney Alan Boeh, and Working Supervisor Jim Horner. Others present for a portion of the meeting were Mary Winder, Police Chief Doug Duncan, Wendy and Harry Losson, Jennifer Whetstine, and Paul Owing with BG Consultants.
Hobert Clary moved to approve minutes for August 6, 2019 as written. Carolyn Clary seconded the motion and it carried.
Hobert Clary moved to approve bill check #011143 to #011177 in the amount of $85,020.97. Ruhnke seconded the motion and it carried.
Wendy and Harry Losson were present to discuss water that runs onto their property from property South of them. Losson indicated the natural flow of water was altered when trees and a ditch were cleaned out and the person has tubes, he has not yet installed. It is on private property. Council tabled more discussion until next meeting.
Mary Winder was back to see what council decided in regards to a donation by the city for possible new playground equipment at the Troy Community Park. Total cost is $32,74l-Park has $14,000 (includes $5,000 from Troy Recreation Fund) and are needing $18,741 more. If not ordered this year the cost will go up. Council had told them last meeting to be working on fund raisers and still feel this needs to be done. City was not ready to commit to the project at this time.
Paul Owing with BG Consultants discussed the project they are addressing at the water plant and progress. Submitting a NPDES permit application was discussed.
City received a letter from the State of Kansas that our public water supply system is required to have a sanitary survey conducted every 3-5 years depending on that water system classification. A sanitary survey is a physical inspection in addition to an inspection of the operation and maintenance of that water system. Sanitary surveys are an important tool used to ensure that the quality of your drinking water is safe. During the required inspection, significant deficiencies defined as a defect in design, operation, or maintenance, or a failure or malfunction of the water systems sources, treatment, storage, distribution system that is causing or has the potential to allow for a pathway for contamination may be identified. When significant deficiencies are identified a public water supply system has one hundred twenty (120) days or a state defined time frame to correct them. Our system failed to maintain a record of high hazard connections or certifications of backflow prevention devices. This complaint is due to not having a sanitary survey in reference to ordinance #548 which is the cities cross connection ordinance. The city will be sending letters to water customers that need this inspection and if they have no proof this has been done in the last 3 to 5 years the customers will have to install devices at their expense.
Police Chief had nothing to report.
The booster station kicked out and Waldinger Corporation fixed it by upping the amperage.
A sale coming up that has a roller, asphalt machine and grinder was discussed. Mayor Jenkins agreed he could go with Horner to look at before the sale and come back to the September 3 meeting to discuss further. Council also asked Horner to contact Travis Schoenfelder with TSC to see if they have anything on this line.
A discussion was held about the possibility of owning a sub station jointly with Doniphan Electric. City Attorney needs to research this possibility. Also, they have room to put electric meters on their system but it would cost $70/electric to be able to do this and soft ware cost. Tabled to next meeting.
The county will be starting oil and chat for the City next week.
Hobert Clary moved to give Darren Clary a 25 cent an hour raise as he is now certified in wastewater 1 effective August 25, 2019. Ruhnke seconded the motion. Aye Hobert Clary and Ruhnke. Carolyn Clary abstained from voting. Motion carried.
A request was received from Bud Sewer to be able to dump sewage in the city sewer main for city customers with septic tanks. They would be willing to pay a fee. Horner will check with Kansas rural water and get their thoughts. Table to next meeting.
Ruhnke moved to approve building permit #2019-6 for a deck at 201 S Main. Carolyn Clary seconded the motion and it carried.
Hobert Clary moved to approve building permit #2019-7 for a new home at 1197 E Last Chance Road. Ruhnke seconded the motion and it carried.
City Attorney was given permission to further investigate the purchasing of Westar customers as we are not planning on annexing them at this time.
Ruhnke moved to go into executive session at 8:04 p.m. for 10 minutes to discuss personnel with Mayor, Council members, and Working Supervisor present. All others left the meeting. Hobert Clary seconded the motion and it carried.
The meeting reconvened at 8:15 p.m. with City Clerk coming back to the meeting.
Our present auditing firm is not going to do city audits anymore. Council agreed to take bids for the audit and budget for five-year period.
Carolyn Clary moved to adjourn at 8:30 p.m. Ruhnke seconded the motion and it carried.
