The Troy City Council met in regular session Tuesday August 17, 2021, at 6:30 p.m. at the Troy City Hall. The meeting was called to order by Mayor Sarah J. Boeh-Cerra. Mayor Sarah J. Boeh-Cerra and Council members Stan Ruhnke, Cody Miller, Micheal Brissett, Tim Hanlan and Nick Popple answered roll call. Also present were City Clerk Jim Richardson, City Attorney Alan Boeh, Working Supervisor Jim Horner, Ambulance Director Matt McKittrick, Tanner Veach, Chief of Police Doug Duncan, Beth Hanlan and Barb Greaser, Garrett Nordstrom, Roger Engemann, Dru Whetstine, and Mike Estes.
Motion was made by Micheal Brissett, second by Cody Miller to approve the Council minutes of the August 3, 2021. Vote – unanimous. Motion carried.
The Council reviewed and discussed the bills presented.
Motion was made by Tim Hanlan, second by Cody Miller to approve the bills as listed AP check number 12697 thru 12729 in the amount of $89,415.34; Utility Deposit Refund check number 12696 in the amount of $61.44; Electric Phase One Construction Account Check number 488 in the amount of $1,764.00. Vote – unanimous. Motion carried.
Garrett Nordstrom from Governmental Assistance Services addressed the Council concerning CDBG – CV Grant No. 21-CV-142. Discussion followed.
Mayor Sarah J. Boeh-Cerra extended condolences from the Council and City workers to the Eli Whittaker family on the recent passing of their son and our friend and coworker.
Mayor Sarah J. Boeh-Cerra opened the hearings for properties served notice for existing nuisances. Beth Hanlan and Barb Greaser from the Troy Recreation Commission along with Roger Engeman, Dru Whetstine, and Mike Estes were present to addressed the Council concerning the pool property at 105 S. Boder Street. Discussion followed with the Council.
Motion was made by Micheal Brissett, second by Tim Hanlan to continue the Troy Recreation Commission hearing on the pool property at 105 S. Boder Street for 90 days until the November 16, 2021 Council Meeting. Vote – unanimous. Motion carried.
The Council discussed the following items with Chief of Police Doug Duncan: Issues related to the funeral services for Eli Whittaker.
Motion was made by Tim Hanlan, second by Cody Miller to allocate $1,000.00 to the Eli Whittaker memorial scholarship fund. Vote – unanimous. Motion carried.
The Council discussed the following items with Working Supervisor Jim Horner: Oil & Chat to be done in the City of Troy.
The Council discussed the following items with Ambulance Director Matt McKittrick: Bids for repairs to the 2010 Chevy ambulance.
Motion was made by Micheal Brissett, second by Tim Hanlan to accept the bid from Miller A/C Repair in the amount of $726.58 for repairs to the 2010 Chevy ambulance. Vote – unanimous. Motion carried.
The Council discussed the following items: City boundaries; and funeral services for Eli Whittaker.
Motion was made by Cody Miller, second by Micheal Brissett to close all City facilities Thursday August 19, 2021, for the funeral services of Eli Whittaker. Vote – unanimous. Motion carried.
