There being no further business, motion was made by Cody Miller, second by Duane Weishaar to adjourn the meeting. Vote unanimous with those Council members present. Motion carried. The meeting adjourned at 6:55 p.m.
The Troy City Council met in regular session on August 2, 2022, at 6:30 p.m. at the Troy City Hall. The meeting was called to order by Mayor Sarah J. Boeh-Cerra. Mayor Sarah J. Boeh-Cerra and Council members Micheal Brissett by phone, Cody Miller, and Duane Weishaar answered roll call. Council members Stan Ruhnke and Tim Hanlan were absent. Also present were City Clerk Jim Richardson, Policer Officer Mark Allen, Police Officer Jared Ratzlaff , City Attorney Alan Boeh, Pat McKernan, Garrett Nordstrom, and Harry Smith.
Motion was made by Duane Weishaar, second by Micheal Brissett to approve the Council meeting minutes of July 19, 2022. Vote unanimous with those Council members present. Motion carried.
The Council reviewed and discussed the bills presented.
Motion was made by Duane Weishaar, second by Cody Miller to approve the bills as listed UB Deposit Refund check number 13406 thru 13417 in the amount $1,316.60 and AP check number 13418 thru 13441 in the amount of $16,023.82. Vote unanimous with those Council members present. Motion carried.
Mayor Sarah J. Boeh-Cerra opened the performance public hearing for Grant 21-CV-142 regarding the Small Business Grant Program. Garrett Nordstrom the cities grant administrator from Governmental Assistant Services was present to guide the public hearing. Discussion followed with the Mayor and Council. There was no one else present to discuss Grant 21-CV-142.
Council member Tim Hanlan joined the meeting by phone at 6:37 p.m.
The Council discussed the following items with Police Officers Mark Allen and Jared Ratslaff: Various nuisance violations within the city; and vagrants living at the City Park; and the police truck needing repair.
Motion was made by Duane Weishaar, second by Micheal Brissett to close the City Park from 12:00 a.m. to 5:00 a.m. Vote unanimous with those Council members present. Motion carried.
City Clerk Jim Richardson presented the Council with Building Permit number 2022-13 for Donald Simpson at 517 W. Jones Street for a 12’ X 24’ storage shed; and Building Permit number 2022-14 for Phil Littler at 112 N. 2nd for a chain link fence. Discussion followed.
Motion was made by Cody Miller, second by Duane Weishaar to approve building permit number 2022-13 for Donald Simpson at 517 W. Jones Street for a 12’ X 24’ storage shed. Vote unanimous with those Council members present. Motion Carried.
Motion was made by Duane Weishaar, second by Micheal Brissett to approve building permit number 2022-14 for Phil Littler at 112 N. 2nd for a chain link fence. Vote unanimous with those Council members present. Motion Carried.
Mayor Sarah J. Boeh-Cerra presented the council with Resolution Number 2022-03. A resolution authorizing the issuance of a special event retailers permit to sell and serve cereal malt beverage. Harry Smith from the Last Chance Saloon was present to discuss the event with the City Council.
Motion was made by Tim Hanlan, second by Cody Miller to approve Resolution Number 2022-03 for the issuance of a special event retailers permit to sell and serve cereal malt beverage to Harry Smith from the Last Chance Saloon in the City of Troy, Kansas on August 20, 2022 between the hours of 5:00 p.m. and 12:00 a.m. within a roped-off portion of Main Street immediately adjacent and in front of his licensed place of business. Vote unanimous with those Council members present. Motion Carried.
City Clerk Jim Richardson brought up the matter of purchasing additional Sonar RTU Aquatic Herbicide to control the duck weed at the city lagoons. Discussion followed.
Motion was made by Micheal Brissett, second by Tim Hanlan to purchase additional Sonar RTU Aquatic Herbicide to control the duck weed at the city lagoons from Simplot Grower Solutions of Troy not to exceed $2,000.00. Vote unanimous with those Council members present. Motion carried.
There being no further business, motion was made by Cody Miller, second by Duane Weishaar to adjourn the meeting. Vote unanimous with those Council members present. Motion carried. The meeting adjourned at 6:55 p.m.
