Troy City Council met at Troy City Hall HAugust 21, 2018 in regular session. Mayor Robert Jenkins called the meeting to order at 6:30 p.m. Others present were council members Hobert Clary, Carolyn Clary, and Stan Ruhnke, City Clerk Jane Boeh, and Police Chief Doug Duncan. Others present for a portion of the meeting were City Attorney Alan Boeh and Richard Masters.
Hobert Clary moved to approve minutes as written for August 7, 2018. Carolyn Clary seconded the motion and it carried.
Hobert Clary moved to approve bills check #115550 to #115571 in the amount of $80,159.34. Ruhnke seconded the motion and it carried.
A person wants to trim out dead elm trees in the 900 block of E. Walnut to the east city limits to get some fire wood. They would clean it all up. Walnut would need closed while doing this to be safe. Council had no problem but want a time frame of when it would be closed so that EMS can be notified. Also, is the street is damaged the person would be responsible for repairing the street. Tabled until next meeting.
Police Chief stated he was attending three days of training in Hiawatha and learning a lot.
Carolyn Clary moved to purchase 2 doors for the Pioneer Center entrance that are badly needed if the County Aging is willing to pay half. Hobert Clary seconded the motion and it carried.
A bid on the front steps and a portion of the sidewalk was received but tabled to next meeting because bid did not show it included the railing.
Carolyn Clary moved to approve getting 3 loads of salt, and 3 loads of sand and the trucking included in the amount of $8,142.63 for winter ice control. Hobert Clary seconded the motion and it carried.
A charter ordinance No. 2018-1 was present exempting the City from the provisions of K.S.A. 12-1024a relating to general improvements and the issuance of bonds therefor and providing substitute and additional provisions relating thereto. After said charter ordinance was reviewed Ruhnke moved to adopt the ordinance. Carolyn Clary seconded the motion and it carried.
Dick Masters was present to turn his resignation in from the Recreation Board effective immediately. He has been unable to attend meeting for quite some time because of work. Council appreciate his servicing on this board since May 4, 1999.
Hobert Clary moved to go into executive session at 7:10 p.m. for 20 minutes to discuss personnel with Mayor and Council present. Carolyn Clary seconded the motion and it carried.
Meeting reconvened at 7:30 p.m. with Police Chief and City Clerk coming back to the meeting.
Stan Ruhnke moved to increase the Police Chief Doug Duncan salary $2.00 hour back to his one-year anniversary date of 8-7-18. Carolyn Clary seconded the motion and it carried.
Stan Ruhnke moved to increase the Assistant City Clerk Pam McNemee salary $1.70/hour effective immediately. Carolyn Clary seconded the motion and it carried.
Hobert Clary moved to adjourn at 7:30 p.m. Carolyn Clary seconded the motion and it carried.
