Troy City Council met on August 18, 2020, in regular session at Troy City Hall. Mayor Sarah Boeh-Cerra called the meeting to order at 6:30 p.m. Council members Nicholas Popple, Tim Hanlan, Michael Brissett, City Clerk Jane Boeh, City Treasurer James Richardson, EMT Nicole McKittrick, and Assistant Ambulance Director Tanner Veach were present. Council member Cody Miller was present by Zoom. Others present for a portion of the meeting were City Attorney Alan Boeh, Ambulance Director Matt McKittrick, Police Chief Doug Duncan, Norman Meng, and Casey Rush.
Brissett moved to approve minutes as written for August 4, 2020. Hanlan seconded the motion and it carried.
Brissett moved to approve bills Checks #11908 to #11940 in the amount of $92,944.29. Hanlan seconded the motion and it carried.
Brissett moved to open the 2021 budget hearing. Hanlan seconded the motion and it carried.
No public comments were made regarding the 2021 budget as published. Brissett moved to close the 2021 budget hearing. Hanlan seconded the motion and it carried.
Brissett moved to approve the 2021 budget. Hanlan seconded the motion and it carried.
Council member Cody Miller attended the meeting at 6:35 p.m. by Zoom.
Casey Rush was present to request permission to cut the hill within the city right-of-way on the northside of his existing driveway at 214 N. Boder. The area would be approximately 10’ wide and he will reseed the ground. Permission was given by the council.
Norman Meng was present to announce the Doniphan County 4-H Fair Board was hosting a tractor pull September 19. He stated that Rookies will be in to request a special event permit for a beer garden. Norman is also looking for sponsors or donations towards the event.
Police Chief Duncan reported that a basketball backboard at the pool had been broken. The recreation commission is aware of the circumstances. Council asked that he patrol thru the community park on Park Street more and reminded him school would be starting on the 27th. They would like to see him patrol accordingly, control the traffic near the schools, weekend and evenings.
Zoning permit 2020-24 did not have how far from property line they were building so Brissett moved to table zoning permit until next meeting Popple seconded the motion and it carried.
Hanlan moved to approve zoning permit 2020-25 at 303 S. Main for a privacy fence on the line once the owner gets the adjacent property owners to sign that they agree where the line is or have a survey and bring into City Hall. Brissett seconded the motion and it carried.
Hanlan moved to approve zoning permit 2020-26 at 223 W Poplar for a privacy fence on the property line once the owner gets the adjacent property owners to sign that they agree where the line is or have a survey and bring into City Hall. Miller seconded the motion and it carried.
Brissett moved to approve zoning permit 2020-27 at 1197D Last Chance road for in ground pool and fence. Hanlan seconded the motion and it carried.
Popple moved to go with the small business group plan from Blue Cross-Blue Shield effective January 1, 2021 for employee’s health insurance and to cancel the present Non-State Blue Cross-Blue Shield plan effective December 31, 2020. Hanlan seconded the motion and it carried.
Using USD 429’s plan for internet at the community building, Brissett moved to purchase 2 antennas for the community building (Phase 1) and to get a firm price on up grading the W-Fi (Phase 2). Miller seconded the motion and it carried.
Brissett moved to approve Ordinance 718 for Uniform Public Offense Code. Hanlan seconded the motion and it carried.
Hanlan moved to approve Ordinance 719 for Standard Traffic. Brissett seconded the motion and it carried.
Discussion of Nathan Fuemmeler’s request for Lot 6 in Block 5 was tabled to next meeting.
City Attorney and Matt McKittrick left meeting for a fire call.
Brissett moved to go into executive session at 7:25p.m. with City Treasurer Richardson, council and mayor to discuss non-elected personnel for 25 minutes. Hanlan seconded the motion and it carried.
Meeting reconvened with City Clerk returning back to meeting at 7:50 p.m.
Motion was made by Popple to go in to executive session for 25 minutes to discuss non-elected personnel. Hanlan seconded the motion and it carried.
City Attorney and Matt McKittrick returned and City Attorney was added to executive meeting.
Meeting reconvened at 8:15 p.m. with Nicole McKittrick, Tanner Veach, Matt McKittrick and City Clerk joining the meeting again.
City Treasurer Richardson gave a report on budget in respect to a 3rd full time EMT if added to payroll. A 3rd person with family insurance would cost $67,836 for a year. Council agreed the current funding would not support us to add a 3rd full-time person. All agreed that it was imperative to look at all options to keep an ambulance service in Doniphan County.
EMT Tanner Veach will be leaving full-time employment effective September 13 and will go to a volunteer status. Council agreed to advertise for a full-time assistant Ambulance Director immediately.
Doniphan County Ambulance District #1 is accepting applications for a full-time Assistant Director. Candidates must have a high school diploma or acceptable equivalent, a valid Kansas driver’s license, pass a pre-employment drug screen, and be certified as a Kansas Paramedic, or AEMT. Doniphan County Ambulance District #1 is an E.O.E. and offers a wide range of benefits to include, family plan full paid for by employer, health, vision and dental insurance, plus KPERS retirement. Hanlan moved to adjourn at 9:25 p.m. Popple seconded the motion and it carried.
