Motion was made by Stan Ruhnke, second by Tim Hanlan to approve check 481 and 482from the construction account for phase one of the electrical upgrade project.Vote -unanimouswiththoseCouncilmemberspresent.Motioncarried.

Thedangerousstructurehearingfor103N.3rdwasheld.DiscussionfollowedwiththeCouncil, Chief of Police Doug Duncan and the property owner Heather Hale. Heather Haleinformed the Council that she was going to have the house tore down. The Council concurredwith her decision and informed her that the demolition would have to be completed within 30days thiswouldgiveheruntilMay6,2021,tohavethestructuretoredown.
The Council discussed the following items regarding phase one of the electrical upgradeproject. Change order #6 which serves to replace a single phase double dead-end pole betweenstations#83and#84onENl.05.Thepoleislocated inthealleybetweenCentreSt.andSenecaSt.,directlySouthofMyrtleSt.Forthischangeorder,laborandequipmentistobeprovidedbytheContractor,and materialis tobeprovidedby theCity.

TheCouncildiscussedthefollowingitemswithCityClerkJimRichardson:OpeningtheCityPondandthepriceforkeys;CityCleanupday;RainbowCommunicationwantingtodonateabanner to the City of Troy, the bannerwould say "Welcome to the Cityof Troy"; andappointmentstotheBoardofDirectorsatKMEA.
TheCouncilconcurredtoleavethepriceofpondkeysat$35.00andtoopenthepondonApril7, 2021.
TheCouncilconcurredtohaveCityCleanupdayMay7,2021forappliances,andMay8,2021forthedumpsterlocatedatCityHall.
The Councilconcurredto acceptthe donation of a "Welcometo the City of Troy" bannerfromRainbowCommunication.
MotionwasmadebyMichealBrissett,secondbyCodyMillertoreappointthecurrentKMEA Directors to a new two-year term.Vote -unanimouswith those Councilmemberspresent.
CouncilmemberMichealBrissettupdatedtheCouncilontheAmbulanceDistrictCommittee.Discussionfollowed.
The Council discussed the following items. The City's electrical territory; and theproposedDoniphanHillsGolfCourse.
