Troy City Council met at Troy City Hall on HApril 2, 2019 in regular session.  Mayor Robert Jenkins called the meeting to order at 6:30 p.m.  Others present were council members Tim Hanlan, Carolyn Clary, Hobert Clary, and Sarah Boeh-Cerra, City Clerk Jane Boeh, Working Supervisor Jim Horner, Ambulance Director Matt McKittrick, Police Chief Doug Duncan, and City Attorney Alan Boeh.  Others present for a portion of the meeting were park members Mary Winder, Donald Harter, and Jennifer Whetstine, Robin Ruhnke, and Doniphan County Fair Association representatives Norman Meng and Tim Grable.

Hobert Clary moved to approve minutes for March 19, 2019 as written and to correct the March 25, 2019 special meeting from “Council member Sarah Boeh-Cerra waived her need for being present at the meeting and did not attend” to “Sarah Boeh-Cerra, having waived notice of special meeting, was not present.”  Carolyn Clary seconded the motion and it carried.

Hobert Clary moved to approve bills check #10859 to #10886 in the amount of $33,517.84.  Boeh-Cerra seconded the motion and it carried.

Mary Winder presented the council with a plan to replace the playground equipment at the Troy Community Park.  They were fortunate enough to get the Wolfe Grant to purchase the dragon fly.  The funds in the park committee account along with the Wolfe Grant are not enough to purchase the remaining equipment and a discussion was held on grants available for maybe the balance of the funds.  Boeh-Cerra volunteered to work with the park committee to see if they could come up with something. 

Winder asked if the city crew could remove the duck and fire engineer as they are damaged and the committee has made the decision not to do more repairs on them.  Horner said they could when it dries up some.

They are working on a proposed trail still and will be back when they figure this out.

She also has some markers to mark native grass that will be installed but asked that the city not mow over them.  They will remove the signs when they burn off the grass in the fall. 

Norman Meng was present to discuss a beer garden if the Doniphan County Fair Association would sponsor a band concert or 2 this year.  They were told they could apply for up to 4 special event permits a year.  They will need to get a sales tax number, then make application for the special event permit with information on when and times and area designated and do this so a resolution can be passed at a regular meeting of the council on the first or third Tuesday before the event.  It was agreed minors were allowed in the designated area but must be accompanied by a wrist band wearing adult.

While Meng was at the meeting, he shared the rodeo would be June 14 and 15 this year and assumes Harry Smith will have the beer garden on Main Street and asked if council would donate for 2 port a pot again this year.  Council tabled this until Smith comes regarding beer garden.

Robin Ruhnke informed council that Abate of Kansas was planning their blessing of the bikes again on April 27, 2019.  They are accepting non-perishable food items to be donated to food bank.  Hobert Clary moved to close Liberty street from Walnut to Chestnut from 10 a.m. to 12 p.m. for the blessing of the bikes.  Hanlan seconded the motion and it carried.

Bids on remodeling the police/ambulance officers were as follows:  Richardson Construction $6,450.00 and Smith Plumbing and Small Repair $4,500.00 with a price to remove window and put in a solid door on the North end of the building from Pioneer Materials, Inc. $2,053.44.  McKittrick will do the electric needed on city time.  Carolyn Clary moved to take the bid of Smith Plumbing and Small Repair for the remodeling.  Hanlan seconded the motion and it carried.

Carolyn Clary move to purchase the door from Pioneer Material, Inc.  Hobert Clary seconded the motion and it carried.

Horner had bid on the 2 doors at the water plant from Pioneer Material, Inc. for $2,520.00.  Hobert Clary moved to have the two doors replaced at the price bid.  Hanlan seconded the motion and it carried.

Boeh-Cerra moved to allow Scott Wright the cut the curb and put in his ramp after he signs agreement City Attorney is to drew making him responsible for any ADA regulations he needs to meet.  Hanlan seconded the motion.  Aye Boeh-Cerra, Hanlan, and Carolyn Clary.  Hobert Clary abstained from voting.

Horner is going to have Core & Main come with a digital water meter presentation at the April 16 meeting. 

The city attorney will work on an amendment to the policy regarding utility problems that was adopted by the council in regards to transformers being on the other side of meter in the school situation.

McKittrick stated he is working on bids for ambulance bathroom being finished with a shower installed and washer and dryer hookups.  Ronnie Drake has not gotten price on removing fans and putting in window/metal over the hole but is working on this.  On April 27 when Highland is doing a prescription drug take back this will all so be going on at Troy at the ambulance barn and then the drugs will be given to the jail for disposal.  The EMS is planning on an open house 3^rd week in May.

Boeh-Cerra moved to go into executive session at 8:25 p.m. for 15 minutes to discuss personnel with Mayor, Council, Working Supervisor and City Clerk present.  All others left the meeting.

Meeting reconvened at 8:40 p.m.

City Clerk is to run help wanted ad as the City of Troy is currently accepting applications for summer help with the city maintenance crew, general laborer/mowing.  Person must be at least 16 years of age and have a valid driver’s license.  Applications are available at City Hall and will be accepted through 4 p.m. on May 6, 2019.    

Council is having a 6 p.m. interview on April 16, 2019 before the regular council meeting for a maintenance worker.

Carolyn Clary moved to adjourn at 8:45 p.m.  Hanlan seconded the motion and it carried.
