Unofficial Minutes Written by City Clerk Jim Richardson
The Troy City Council met in regular session on May 21, 2025, at 6:00 p.m. at Troy City Hall. The meeting was called to order by Council President Duane Weishaar. Council members, Cody Miller, Duane Weishaar, Darren Clary, and Kohlbe King answered roll call. Mayor Micheal Brissett and Council Member Tim Hanlan were absent. City Clerk Jim
Richardson, Chief of Police Mark Alan, City Attorney Alan Boeh, Jarrod Mann, Brandon McVey, Bob Klaus, and Linda Klaus were also present.
The consent agenda was submitted consisting of the council meeting minutes of May 7, 2025; bills as listed AP checks 126878 thru 126901 in the amount of $65,543.53; AP checks 126902 thru 126909 in the amount of $8,045.59.
Motion was made by Kohlbe King, second by Cody Miller to approve the consent agenda as submitted. Vote unanimous with those Council members present. Motion carried.
Brandon McVey addressed the Council concerning improving the alley behind his house at 311 S. Centre into a drivable alley. Discussion followed with the City Council. The Council will look at the feasibility of improving the alley.
Motion was made by Kohlbe King, second by Cody Miller to have the alley behind 311 S. Centre Street boundaries determined or surveyed. Vote unanimous with those Council members present. Motion carried.
Resolutions of finding reviews were held for resolution 2025-03, 222 E. Chestnut Street, Christian Church; and resolution 2025-04, 336 N. Main Street, Kyle Culp, and Kate King. Discussion followed with the City Council and Chief of Police Mark Alan.
Motion was made by Darren Clary, second by Kohlbe King to dismiss resolution 2025-03, 222 E. Chestnut Street, Christian Church due to compliance with resolution findings. Vote unanimous with those Council members present. Motion carried.
Motion was made by Kohlbe King, second by Cody Miller to give a 60-day extension to
resolution 2025-04, 336 N. Main Street, Kyle Culp and Kate King to bring property into compliance. Vote unanimous with those Council members present. Motion carried.
Council President brought up the matter of reviewing the extension given to Jackie Smith to cleanup her property at 505 W. Jones. Chief of Police Mark Allen informed the Council that no progress has been made to abate the nuisance. Discussion followed.
Motion was made by Darren Clary, second by Kohlbe King to have the nuisance complaint filed in court. Vote unanimous with those Council members present. Motion carried.
Chief of Police Mark Allen filed the following dangerous structure complaints for the consideration of the City Council: Lonnie and Dorthy Schooler at 431 N. Second Street; Richard and Anna Rhyne at 303 S. Centre; and David Shane Stanton at 335 W. Walnut. Discussion followed.
Motion was made by Cody Miller, second by Kohlbe King to accept the dangerous structure complaints as presented by the Chief of Police to the City Council: Lonnie and Dorthy Schooler at 431 N. Second Street; Richad and Anna Rhyne at 303 S. Centre; and David Shane Stanton at 335 W. Walnut, and have City Attorney Alan Boeh proceed with filing the formal resolutions with the City Council to start the process. Vote unanimous with those Council members present. Motion carried.
Troy Housing Authority Manager Linda Klaus addressed the Council concerning various issues at Eastside Apartments. Discussion followed.
Jarrod Mann from BG Consultants updated the Council on the Water Plant Lagoon project and the potential grant for the Community Building and the School District ballfield. Discussion followed.
City Attorney Alan Boeh discussed the following items with the City Council: The progression of the purchase of various properties from Wilbur Ellis; and a gift of land being donated to the City by 9270 Investments LLC at Lot 1 through 5 in Block 47, less highway right-of-way, in the Original Town, now City of Troy, Doniphan County, Kansas.
Motion was made by Darren Clary, second by Kohlbe King to accept the gift of land being donated to the City of Troy by 9270 Investments LLC at Lot 1 through 5 in Block 47, less highway right-of-way, in the Original Town, now City of Troy, Doniphan County, Kansas, and to have the City Clerk file the warranty deed with the Register of Deeds office at the County. Vote unanimous with those Council members present. Motion carried.
The Council discussed the following items with City Clerk Jim Richardson: Request from Tech Inc. to put a stove in at the Ambulance Building; Summer Help for the City Crew; Closing Main Street from Walnut to Chestnut May 26, 2025, during the Memorial Day Service; Closing Main Street from Walnut to Chestnut June 13, 2025, all day for Bike Across Kansas from 6:00 a.m. thru 1:00 a.m. on June 14, 2025; Purchasing a Vermeer Vac from the City of Mulvane, Kansas for $12,500.00; Bid for removing a trailer from 211 South 2nd Street Lot 7; and proceeding with the request from Rebecca Turner to vacate a portion of Clinton Street.
The Council concurred to have City Attorney Alan Boeh to proceed with the request from Rebecca Turner to vacate portion of Clinton Street.
Motion was made by Darren Clary, second by Kohlbe King to allow Techs Inc to put a stove in at the Ambulance Building with the City Maintenance crew doing the electrical upgrade and all cost for the project will be paid by Techs Inc. Vote unanimous with those Council members present. Motion carried.
Motion was made by Kohlbe King, second by Darren Clary to hire Bransen Elrod as summer help for the City Maintenance Crew at $10.00 per hour with no benefits. Vote unanimous with those Council members present. Motion carried.
Motion was made by Darren Clary, second by Kohlbe King to Close Main Street from Walnut to Chestnut May 26, 2025, during the Memorial Day Service. Vote unanimous with those Council members present. Motion Carried.
Motion was made by Darren Clary, second by Kohlbe King to Close Main Street from Walnut to Chestnut June 13, 2025, all day for Bike Across Kansas from 6:00 a.m. thru 1:00 a.m. on June 14, 2025. Vote unanimous with those Council members present. Motion Carried.
Motion was made by Kohlbe King, second by Darren Clary to purchase a Vermeer Vac from the City of Mulvane, Kansas for $12,500.00. Vote unanimous with those Council members present. Motion carried.
Motion was made by Darren Clary, second by Kohlbe King to accept the bid from Fischer Ranch Services to demolish and remove the trailer house at 211 S. 2nd Street, Lot 7 for $7,750.00. Vote unanimous with those Council members present. Motion carried.
The Council discussed the request from Heather Robinson concerning using City land for the purpose of parking at her apartment complex located on Locust Street. The Council concurred to allow Heather Robinson to use City land for the purpose of parking at her apartment complex located on Locust Street on the condition a commercial grade geotextile woven fabric is laid under the gravel for easy removal of the parking lot if the need arises for the City to use the area for city purposes.
The Council discussed that there would be a special Council meeting on May 29, 2025 at 6:00 p.m. at Troy City Hall for the purpose of a Public Hearing for the submittal of a Community Improvement Application to the Kansas Department of Commerce for Small Cities Community Development Block Grant funds under the Community Facility Large Grants category.
There being no further business, motion was made by Darren Clary, second by Kohlbe King to adjourn the meeting. Vote unanimous with those Council members present. Motion carried. The meeting adjourned at 7:14 p.m.
