Ordinance No. 29

An Ordinance Relating to the City Treasurer

Be it ordained by the Mayor and Councilmen of the City of Troy:

Section 1.

It shall be the duty of the Treasurer:

First. To receive and safely keep all moneys of the city which may come into his hands, and disburse the same upon the orders and drafts of the Mayor, legally drawn.

Second. To keep, in suitable books, a full and accurate account of all moneys received and disbursed by him on behalf of the city, specifying:

  • the time of each disbursement;
  • the account upon which it was disbursed;
  • the amount thereof;
  • the name of the payee;
  • the time of each receipt;
  • the account upon which it was received.

He shall cancel all warrants paid by him in the presence of the Mayor and file the same.

Third. To deliver to every person paying money into the city treasury a receipt therefor, and deliver a duplicate thereof to the City Clerk, specifying the date of payment and the account upon which it was paid.

Fourth. At the end of each month, to render an accurate account to the City Council of all moneys received and paid out during the month, showing the fund to which each belonged and the balance remaining in his hands.

He shall also present his vouchers to the Standing Committee on Ways and Means, and if found correct, the committee shall issue a certificate therefor and file the vouchers with the City Clerk.

Section 2.

The City Treasurer shall pay no money out of the treasury except upon an order or draft signed by the Mayor and countersigned by the City Clerk.

Section 3.

The Mayor and all officers of the city shall, on or before the last Tuesday of each month, pay over to the City Treasurer all moneys collected by them on behalf of the city.

If any officer fails to comply with this requirement, the City Treasurer shall report the failure to the City Council.

Section 4.

This ordinance shall take effect from and after its publication in pamphlet form.
