An Ordinance making and levying a special assessment and interest thereon on all of the lots and parcels of ground herein after described and liable for the costs and expenses of grading, curbing, guttering, and paving except part of square or the area formed by the crossing of streets and alleys and except as in Section 1 hereinafter provided for, from the center of occupied by J. F. Bower B. Project 116 Federal Aid Project, East, Ocean to Ocean Highway, that part of Boone Street in East Troy an addition to Troy, Doniphan County, Kansas, said part laying between blocks 10 and 11 in said East Troy.
Be it ordained by the Mayor and Councilmen of the City of Troy, Doniphan County, Kansas:
Section I. That for paying for the expense of grading, curbing, guttering and paving that part of Boone Street in East Troy, an addition to the City of Troy, from County Road of laying between blocks 10 and 11 in said East Troy, except the squares and areas formed by the curbing of streets and alleys and except an eighteen foot wide strip on or near center of said street occupied by J. F. Bower 116 Federal Aid. Where State Ocean to Ocean Highway said grading being chargeable alone, the said street has been brought to the grade, the following lots and parcels of ground are hereby assessed the amounts set opposite the same of said lots and parcels of ground respectively as to the proportion of the cost and expense of said paving, curbing, guttering and grading to be charged against the said lots or parcels of ground and to be paid by the owners thereof.

Section 2. Said levy and assessment shall be due and payable as are other taxes, in ten installments of 1/10 each, said assessment as set out in Section One hereof, payable annually, the first installment being due in 1923, and if said installments are not paid when due and payable, there shall be added thereto a Ten additional charge on said lots and parcels amount the same penalties and interest as are levied for delinquent taxes. And the owner of any lot or parcel of ground from which a levy may be made, may at any time within thirty days from the publication of this Ordinance pay the same in full by paying said parcel of ground to the City Treasurer of Troy, Kansas, and the said property so paid shall not thereafter be liable for any further assessment as contemplated and set down herein.
Section 3. That there is hereby further levied and assessed against each said lot and parcel of ground described in Section One of this Ordinance Five percent (5%) per annum on all said installments save those which may be paid in full within Thirty days, said interest to run from date of Improvement Bonds hereafter to be issued to the first day of October 1923 and until the payment of each installment as provided herein; and the City Clerk of Troy, Kansas, as provided by law, shall certify to the County Clerk of Doniphan County, Kansas, a list of said lots and parcels of ground liable for said assessment with the installments of one for each year and on which the assessments have not been paid in full, and together with interest and with any unpaid installments and all amounts so certified will be collected in the other taxes and applied to the towards the payment of said improvement bonds and the repayment of such assessments or installments as may have been paid by said City.
Sec. 4. This Ordinance shall take effect and be in full force from and after its publication in the Kansas Chief.
