Ordinance No. 163

An ordinance regulating the running of automobiles, motorcycles, motor trucks within the corporate limits of the City of Troy.

Be it ordained by the Mayor and Councilmen of the City of Troy:

Sec. I.

No person under fourteen (14) years of age, nor any person intoxicated or under the influence of liquor, shall operate a motor vehicle within the corporate limits of Troy, nor shall any driver, owner or dealer permit to ride or carry in any motor vehicle within the City of Troy any intoxicated person, nor any owner or dealer permit any person under fourteen years of age to operate any motor vehicle within the corporate limits of said City.

Sec. II.

No person shall operate a motor vehicle on any street or alley at a speed greater than twelve (12) miles per hour. Upon approaching railroad crossings and intersections of streets, or a bridge, or a sharp curve, or a steep descent, or another vehicle, or any school, church, or other public building, he shall reduce the speed of such vehicle to a rate not exceeding eight (8) miles per hour, and shall not exceed such speed until past such intersection, bridge, curve, descent, vehicle, school, church or other public building.

Provided, that the speed limits in this section shall not apply to physicians or surgeons or police officers when answering emergency calls demanding excessive speed.

Sec. III.

No person shall drive or leave standing, with motor running, on any street or alley within the corporate limits of said City, automobiles, motor trucks or motor cycles without having a standard muffler or without muffled cut-out open.

Sec. IV.

No driver or owner shall permit any motor car or other motor vehicle to remain standing in front of any place of business on the west side of Main Street, between the center of Block 10 and the south side of Block 22, or on the north side of Walnut Street between Main Street and Liberty Street, nor in front of any church, school or other public building longer than fifteen (15) minutes, nor permit the engine of such car to be running or standing longer than three (3) minutes, and then only while car is occupied.

Sec. V.

No person shall drive within the limits of said City any motor vehicle unless the same shall be provided with suitable lamps, bells, horns or other signal and shall have exhibited during the period from one-half hour after sunset to one-half hour before sunrise, or whenever atmospheric conditions render lights visible within a reasonable distance, two white lights visible in the direction toward which such vehicle is proceeding and a red light visible from the reverse direction, such head lights shall have such dimmers or other attachments as shall render such lights from being blinding to any person approaching the same.

Sec. VI.

Every driver operating any motor car or other motor vehicle shall keep to the right side of the street or alley and not cross any street or alley or attempt to cross the same except at the intersection of such streets or alleys with the other street, and shall park all motor cars and other motor vehicles coming in on the right side of the street with the front of the car toward the sidewalk where such cars are permitted to be parked. No car may be parked in such manner at any place within the limits of said City not otherwise prohibited by this ordinance and the laws of the State of Kansas.

Sec. VII.

No driver, owner or operator of any motor car shall cause or permit any unnecessary blowing of horns or create any unnecessary noise in the operation of any motor vehicle, nor cause or permit any loud or boisterous talking in said motor vehicle while within the corporate limits of said City.

Sec. VIII.

This ordinance shall take effect and be in full force from and after its publication in the Weekly Kansas Chief.
