BE IT ORDAINED BY THE GOVERNING BODY OF THE CITY OF TROY: SECTION 1. INCORPORATING STANDARD TRAFFIC ORDINANCE. There is hereby incorporated by reference for the purpose of regulating traffic within the corporate limits of the City of Troy, Kansas, that certain standard traf­fic ordinance known as the “Standard Traffic Ordinance for Kansas Cities”, Edition of 2019, prepared and pub­lished in book form by the League of Kansas Municipali­ties, Topeka, Kansas. No fewer than three copies of the Standard Traffic Ordinance shall be marked or stamped “Official Copy as Adopted by Ordinance No. 714”, and to which shall be attached a copy of this ordinance and filed with the City Clerk to be open to inspection and available to the public at all reasonable hours. The police department, municipal judge and all administrative departments of the City charged with enforcement of the ordinance shall be supplied, at the cost of the city, such number of official copies of the Standard Traffic Ordinance similarly marked, as may be deemed expedient. SECTION 2. AMENDMENT OF SECTION 33 OF THE STANDARD TRAFFIC ORDINANCE FOR KANSAS CITIES, EDITION OF 2019. Section 33 of the Standard Traffic Ordinance for Kansas Cities, Edition of 2019, is hereby amended to provide as follows: ASec. 33. Maximum Speed Limits. (a) Except as provided in subsections (b) and (c) and except when a special hazard exists that requires lower speed for compliance with K.S.A. 8-1557, and amendments thereto, the limits specified in this subsection or established as authorized by law shall be maximum lawful speeds, and no person shall operate a vehicle at a speed in excess of 20mph: (b) (1) The maximum speed limit for that portion of Locust Street between Last Chance Road and Third Street shall be 35 miles per hour; (2) The maximum speed limit for that portion of Locust Street between Third Street and the East City Limit of the City of Troy, Kansas shall be 45 miles per hour; (3) The maximum speed limit for that portion of Last Chance Road located within the corporate limits of the City of Troy, Kansas shall be 45 miles per hour. No fewer than three copies of said Uniform Public Offense Code shall be marked or stamped “Official copy as adopted by Ordinance No. 706”, and to which shall be attached a copy of this Ordinance and filed with the City Clerk to be open to inspection and available to the public at all reasonable hours. Ordinance # 146             An ordinance relative to snow, mud or other obstruction upon side walks and the removal of same.             Be it ordained by the Mayor and Councilmen of the City of Troy:             Sec 1.  That it shall be the duty of the owner or owners or their tenants of lots along which sidewalks are now constructed, or may hereafter be constructed to keep said sidewalks clear and free from snow, mud or other obstruction caused by rain, snow, wind or storms, so as not to interfere with travel along same.             Sec II. That it shall be the duty of the City Marshall to notify in writing, the owner or owners or their tenants of lots in the City of Troy along which sidewalks are constructed to remove there from any snow, mud or other obstruction caused by rain, snow, wind or storms; and any owner or owners or their tenants who shall fail and refuse for twenty-four hours after said notice to remove said snow, mud or other obstruction from said sidewalk shall be deemed guilty of an offense against this ordinance, and upon conviction thereof shall be fined in a sum not more than $10.00.             Sec III .    That the owner or owners of said lot or lots, or their tenants failing for twenty-four hours, after notice by the City Marshall, to remove said snow, mud or other obstruction from said side walk, it shall be the duty of the City Marshall to cause the same to be removed and on such work being done, he shall render his bill to the City Council for said services.             Sec IV.    That the City Marshall shall report to the City Council, the cost of removing said snow, mud or other obstruction from said sidewalk and said cost shall be levied against the owner or owners of such lot or lots, which tax shall be collected as other taxes assessed against real estate in said estate.             Sec V.
