Council Meeting Minutes April 2, 2025

The Troy City Council met in regular session on April 2, 2025, at 6:00 p.m. at Troy City Hall.  The meeting was called to order by Mayor Micheal Brissett.  Mayor Micheal Brissett and Council members, Cody Miller, Duane Weishaar, and Kohlbe King answered roll call. Tim Hanlan and Darren Clary were absent.  City Clerk Jim Richardson, Assistant City Clerk Pam McNemee, Patti Wiedmer, Theresa Rohrer, Joe Orcutt, Amanda Ray, Harry Smith and Clint Peden were also present at the meeting.

The Consent agenda was presented to the Council consisting of the approval of minutes for March 19, 2025; and bills as listed: AP CKS 126704 thru 126726 in the amount of $44,767.62.

Motion was made by Duane Weishaar, second by Cody Miller to approve the consent agenda as submitted.  Vote unanimous with those Council members present.  Motion carried.

Council member Tim Hanlan arrived at 6:05 p.m.

Patti Wiedmer representing the Troy Lions Club addressed the Council concerning removing the signs that the Lions Club put up on Highway 36 at the west and east side of Troy. Discussion followed with the City Council.

Theresa Rohrer addressed the Council concerning wheelchair accessibility on the north side of the square.  Discussion followed with the City Council.

Mitch Horner was served a summons to appear before the City Council on April 2, 2025, regarding his trailer at 323 W. Poplar.  Mitch Horner failed to appear.

Joe Orcutt was served a summons to appear before the City Council on April 2, 2025, regarding his trailer at 223 E. Chestnut.  Joe Orcutt discussed the condition of his trailer with the City Council.  The Council informed Joe Orcutt that he had until August 6, 2025 to have the trailer brought back to the standards of a trailer or have it removed from the city.

Joe Orcutt and Amanda Ray address the Council concerning people using their private driveway as a roadway without their permission and water runoff from the alley down their driveway.  Discussion followed with the Council.  The Council will review the matter with Working Supervisor Jim Horner concerning what can be done concerning the water runoff.

Harry Smith addressed the Council concerning the trailer at 211 S. 2nd Street Lot 7.  Discussion followed with the City Council.

The Council discussed the bid for oil and chat for 2025 with City Clerk Jim Richardson.

Motion was made by Duane Weishaar, second by Kohlbe King to approve the bid from Approved Paving in the amount of $50,250.00 for oil and chat for 2025.  Vote unanimous with those Council members present.  Motion carried.

The Council discussed the following items with City Clerk Jim Richardson:  The quote from Metron for radio read water meters and installation and the quote from First Option Bank for financing the meters and installation; and the CDBG Housing Grant Administrator Proposals.

Motion was made by Tim Hanlan, second by Cody Miller accept the proposal from Metron for radio read water meters in the amount of $283,219.75 and have the lease purchase of the meters and installation financed through First Option Bank of Troy.  Vote unanimous with those Council members present.  Motion carried.

Motion was made by Duane Weishaar, second by Kohlbe King to accept the proposal from Governmental Assistance Services for the CDBG-Housing Grant Administration in the amount not to exceed $30,000.00.  Vote unanimous with those Council members present.  Motion carried.

Mayor Micheal Brissett updated the Council on the proposed grant filing for the Community Building outside restrooms and other improvements and improvements to the baseball field.

There being no further business, motion was made by Tim Hanlan, second by Cody Miller to adjourn the meeting. Vote unanimous with those Council members present.  Motion carried.  The meeting adjourned at 7:21 p.m.
