Troy City Council met on September 15, 2020, in regular session at Troy City Hall.  Mayor Sarah Boeh-Cerra called the meeting to order at 6:30 p.m.  Council members Michael Brissett, Cody Miller, and Stan Ruhnke, City Clerk Jane Boeh, City Treasurer James Richardson, Ambulance Director Matt McKittrick, Working Superintendent Jim Horner were present.  Council member Tim Hanlan was present by Zoom, Ambulance Director Matt McKittrick and Pat McKernan were present for a portion of the meeting. 

 

Brissett moved to approve minutes as written for September 1, 2020.  Miller seconded the motion and it carried.

 

Ruhnke moved to approve minutes as written for September 8, 2020 special meeting to discuss ambulance.  Brissett seconded the motion and it carried.

 

Miller moved to approve bills Checks #11983 to #12021 in the amount of $82,322.93.  Brissett seconded the motion and it carried.  Check #11994 was voided due to wrong vender.

 

Pat McKernan was present to discuss internet at the Community Building.  School has decided to leave the connection the school provides and Jared Pickerell was working at getting antenna’s up, etc. this week.  A discussion with Rainbow needs to take place with the City to see if they want to make it a hotspot in the future which they indicated they would be willing to do with the school.

 

A discussion was held on utility account 100001503 and the city clerk was instructed to leave off until damage to meter, and one-month average usage of electricity used, plus past due amount and reconnects have been paid.

 

Horner stated OSHA was coming to inspect the city and they have not been here for five years.  A discussion was held on the inspection 5 years ago.  Horner has ordered fall protection and slings for use in bucket truck and purchase a new grinder with shield.

 

McKittrick came to the meeting at 7:05 p.m.

 

City Attorney was asked to research levy limit for an ambulance district and that was find to be maximum of 3 mill levy.

 

Brissett moved to approve Resolution 2020-9 for a special event beer license for Rookies Sports Bar & Grill for tractor pull being held September 19, 2020 from 11 a.m. to 11 p.m.  Miller seconded the motion and it carried.

 

Brissett moved to approve the special event beer license 2020-2.  Miller seconded the motion and it carried.

 

Brissett reported on the meeting with Fire Dist. #2 Ambulance.  It was agreed with the challenges we face it is time to look at a county wide ambulance service.

 

Ruhnke moved to appoint Michael Brissett to the Doniphan County Ambulance Committee.  Miller seconded the motion and it carried.

 

Brissett moved to have Jim Richardson and Matt McKittrick on the ambulance committee.  Miller seconded the motion and it carried.

 

Tim Hanlan left the zoom meeting at 7:30 p.m.

 

Ruhnke moved to appoint Jim Horner City of Troy Public Works Safety Officer.  Brissett seconded the motion and it carried.

 

City Attorney and Working Supervisor left the meeting at 8:04 p.m.

 

Brissett moved to go into executive session at 8:05 p.m. for 10 minutes to discuss personnel with Mayor and Council members Ruhnke, Miller and Brissett.  Ruhnke seconded the motion and it carried. 

 

 

 

 

 

 

 

 

 

 

Meeting reconvened at 8:15 p.m. with McKittrick, Richardson and City Clerk coming back to the meeting

 

A special meeting will be held on September 30, 2020 at 6:30 p.m. for interviews.

 

Brissett moved to go into executive session for 10 minutes at 8:40 p.m. to discuss non-elected personnel with Mayor, council members and City Clerk present.  Miller seconded the motion and it carried.

 

Meeting reconvened at 8:50 p.m.

 

Ruhnke moved to adjourn at 8:55 p.m.  Miller seconded the motion and it carried.
