Troy City Council met on October 20, 2020, in regular session at Troy City Hall.  Mayor Sarah Boeh-Cerra called the meeting to order at 6:30 p.m.   Council members Michael Brissett, Cody Miller, and Stan Ruhnke were present for the meeting.   Council members Nick Popple and Tim Hanlan along with Electric Engineer Daniel Bauerkemper and Riley McFarland with Lutz, Daily, and Brain, L.L.C., Grant Writer Garrett Nordstrom with Western Consultants, Police Chief Doug Duncan, and Wayman Spangler with RS Electric were present by zoom.  Also present were City Clerk Jane M. Boeh, City Attorney Alan Boeh, Working Superintendent Jim Horner, Assistant Ambulance Director Kyler Oliver, Ambulance Director Matt McKittrick, Tim Keller, Violet Cluck, Dale Cluck, and  Jim Richardson.   

                The Mayor, City Council, Project Engineers, Grant Administrators, and the contractors held a discussion for Phase 1 of the Electric Project to discuss issues regarding the substation and additional work that may need to be done. All parties agreed to look into the matter further on items discussed and will meet again to finalize matters regarding the project.      

Ruhnke moved to approve minutes for October 6 and 15, 2020.  Brissett seconded the motion and it carried.

Brissett moved to approve bills check #12057 to #12087 in the amount of $101,235.87.  Miller seconded the motion and it carried.

Tim Keller was present to ask for one-time extension on his utility bill, Account #10004016 until Friday October 23, 2020.  Miller moved to give utility extension for account #10004016 until after noon of Friday October 23, 2020 before end of day.  Hanlan seconded the motion and it carried.

Dale and Violet Cluck were present to discuss recent work performed on their end of alley between Main and Seneca and Poplar and State.  The Mayor and City Council concurred to look into the matter further and will get back to Dale and Violet Cluck regard their concerns.

The Governing body and Working Superintendent Jim Horner held a discussion on the unopened steep alley between 2nd and 3rd and Walnut and Myrtle.  The City crew cleaned up overgrown trees in power lines and there is a sewer manhole in the middle of alley and now it either needs rocked or sowed back with grass or it will wash out.  Brissett wanted to know the plan Jim Horner had for drainage so rock would hold. 

   Ruhnke moved to rock the alley and open up.  Miller seconded the motion and it carried.  Aye Ruhnke, Miller, Hanlan and Popple.  Nay Brissett.

Council member Brissett gave the Governing Body an update on the Doniphan County Ambulance Committee meeting held. 

Chief of Police Duncan held a discussion with the Governing Body regarding the condition of a house located at 103 N 3rd.

Brissett moved to table the discussion on the property at 103 N. 3rd  until the Governing body has time to review the unfit structure ordinance at next meeting.  Miller seconded the motion and it carried.

Miller moved to re-approve zoning permit 2020-28 at 119 n Seneca which was addressed last meeting but she moved the carport.  Brissett seconded the motion and it carried.

Miller moved to approve zoning permit 2020-29 at 1197 B Last Chance Road for a house.  Brissett seconded the motion and it carried.

Brissett moved to approve zoning permit 2020-30 at 509 S. Park replacing deck with new one.  Miller seconded the motion and it carried.

Miller moved to approve zoning permit 2020-31 at 204 S. Park for a utility shed.  Hanlan seconded the motion and it carried.

The Governing body discussed the following items; the City of Troy’s electric territory; leasing a building from Wilbur Ellis to store transformers in from the electric project; granting permission to the City Clerk to purchase another security camera; potentially fencing in the City Shop; the Pioneer Center Lease; the Whetstine antenna lease on the water tower; and not having BG Consultants start on the design the Sewer Lagoon at this time until funding is procured.  

Miller moved to renew the Pioneer Center Lease with Doniphan County that runs from November 1, 2020 to October 31, 2021 for $1.00.  Brissett seconded the motion and it carried.

Brissett moved to renew the Whetstine lease for their antenna on our water tower for $300.00.  Miller seconded the motion and it carried.

                Miller moved to adjourn at 8:45 p.m.  Hanlan seconded the motion and it carried.
