Troy City Council met at Troy City Hall HMarch 20, 2018 in regular session.  Mayor Robert Jenkins called the meeting to order at 6:30 p.m.  Others present were council members Stan Ruhnke, Hobert Clary, Sarah Boeh-Cerra, Tim Hanlan, and Carolyn Clary, City Clerk Jane Boeh, City Attorney Alan Boeh, Working Superintendent Dustin Ferris, and Police Chief Doug Duncan.

 

Hobert Clary moved to approve minutes as written for March 6, 2018.  Boeh-Cerra seconded the motion and it carried.

 

Hobert Clary moved to approve bills check #115261 to #115283 in the amount of $114,130.72.  Boeh-Cerra seconded the motion and it carried.

 

Council reviewed engineering proposals of the city electric system from B G Consultants and Lutz, Daily & Brain LLC.  A discussion was held.  Ruhnke moved to accept contract of Lutz, Daily & Brain LLC because of their basic knowledge they already have of the electric system as they engineered the project when city was last updated.  Hobert Clary seconded the motion and it carried.

 

Applications on help was tabled to next meeting.

 

Council reviewed a contract for a master plan for community center which will include handicapped assessable sidewalk down to the playground.  Hanlan moved to approved CES Engineers Architects Surveyors to do park design at a cost of $3,180.00.  Hobert Clary seconded the motion and it carried. 

 

Council reviewed Ordinance 545, 589, and 605.  City Attorney will do change to reflex only sending one letter per year notice regarding trash and will spell out a blighting influence.  He will do a change to the zoning ordinance making the one non-highway tagged vehicle that is outside be registered and back to road running condition within a year of the issued tag.  He will bring these changes back to next meeting.

 

Hanlan moved to purchase desktop computer with 1 TB hard drive for Police Department.  Boeh-Cerra seconded the motion and it carried.

 

Mayor Jenkins proclaimed to celebrate 50 years of fair housing, whereas, the Congress of the United States passed the Civil Rights Act of 1968, of which Title VIII declared that the law of the land would now guarantee the rights of equal housing opportunity; and whereas, the City of Troy is committed to the mission and intent of Congress to provide fair and equal housing opportunities for all, and today, many realty companies and associations support fair housing laws; and whereas, the Fair Housing groups and the U.S. Department of Housing and Urban Development have, over the years, received thousands of complaints of alleged illegal housing discrimination and found too many that have proved upon investigation to be violations of the fair housing laws; and whereas, equal housing opportunity is a condition of life in our City that can and should be achieved, on behalf of its citizens, do hereby proclaim the month of April as Fair Housing month and express the hope that this year’s observance will promote fair housing practices throughout the City.  Hanlan so moved to adopt Fair Housing Proclamation.  Hobert Clary seconded the motion and it carried.

 

Baker-Tennant house had a water leak due to a furnace malfunction and council agreed the city would absorb the cost as past council agreed to no charge for electric or water back in 2000 and 2002.

 

Ruhnke moved to adopt ordinance 704 fixing charges to consumers of electric energy furnished by the City of Troy, providing for the use of a power cost adjustment factor computing charges for electric energy sold and delivered by the City of Troy, prohibiting any tampering with an electric meter, providing penalties for violating certain provisions of this ordinance, providing for a security deposit prior to the furnishing of electrical service, providing for the application of the electrical security deposit to the satisfaction of unpaid electric utility accounts, and repealing City of Troy ordinance #676 and all other ordinances and parts thereof in conflict herewith.  Boeh-Cerra seconded the motion and it carried.  Customers of Troy need to know there is no changes being made in the rates for electricity.

  

Carolyn Clary moved to adjourn at 7:40 p.m.  Ruhnke seconded the motion and it carried.
