JUNE 21 2022

 



The Troy City Council met inregular session onJune 21, 2022, at6:30 p.m. at the Troy City Hall.  The meeting was called to order byMayor Sarah J. Boeh-Cerra.  Mayor Sarah J. Boeh-Cerra and Councilmembers Tim Hanlan, Stan Ruhnke, and Duane Weishaaranswered roll call.Council members Cody Miller and Micheal Brissett were absent.  Also present were City Clerk Jim Richardson, Working Supervisor Jim Horner,City Attorney Alan Boeh,Paul Moore, Garrett Nordstrom, Jarrod Mann, and Paul Owings.       

Motion was made by Stan Ruhnke, second by Duane Weishaarto approve the Council meetingminutes of June 7, 2022.  Vote unanimous with those Council members present.  Motion carried. 

The Council reviewed and discussed the bills presented. 

Motion was made by Tim Hanlan, second by Duane Weishaarto approve the bills as listedAP check number 13319 thru 13341 in the amount of $140,861.48.  Voteunanimous with those Council members present.  Motion carried. 

Jarrod Mann and Paul Owings from BG Consultants, Inc. presented the Council with a service agreement for the 2022 Water Treatment Plant Compliance Improvements.  Discussion followed.  The Council and City Attorney concurred to review the agreement and get back with BG Consultants Inc. regarding the agreement.   

Garret Nordstrom from Governmental Assistance Services presented the Council with a contract for KDHE Administration Servicesfor the KDHE Kansas Water Pollution Control Revolving Loan Fund regarding the 2022 Water Treatment Plant Compliance Improvements.  Discussion followed.   

Motion was made by Duane Weishaar, second by Tim Hanlan to enter into a contract for KDHE Administration Services for the KDHE Kansas Water Pollution Control Revolving Loan Fund regarding the 2022 Water Treatment Plant Compliance Improvements in an amount not to exceed $10,500.00.  Vote unanimous with those Council members present.  Motion carried. 

Mayor Sarah J. Boeh-Cerra opened the extended hearings for properties served notice for existing nuisances.  Paul Moore addressed the Council for himself and the Gary and Mary Simpson property.  Discussion followed with the Council.  The Council concurred that Paul Moore had made the necessary repairs to his property at 109 N. Sixth St. and the matter at this address was closed. 

Motion was made by Tim Hanlan, second by Duane Weishaarto extend the hearing for the last time to Gary & Mary Simpson at 0000 S. 6th Street until September 6, 2022 to bring their property into compliance.  Vote – unanimous.  Motion carried. 

The Council discussed the following items with Working Supervisor Jim Horner:  Damages to the City’s small bucket truck; a quote from Border States for a boom mounted lift arm for the electrical system; and Nuisance properties.   

Motion was made by Duane Weishaar, second by Tim Hanlan to purchase a boom mounted lift arm for the electrical system from Border States in the amount of $2,888.76.  Vote unanimous with those Council members present.  Motion carried.     

City Clerk Jim Richardson presented the Council with Building Permit number 2022-09 for Curtis Anderson at 433 S. Park Street for a 39’ X 24’ garage addition attached to the south side of the house and new siding on the entire house; and Building Permit number 2022-10 for Kay Jones at 124 N. Seneca to put in a 12’ x 20’ pre-built shed.  Discussion followed.       

Motion was made by Tim Hanlan, second by Duane Weishaar to approve Building Permit number 2022-09 for Curtis Anderson at 433 S. City Clerk Jim Richardson presented the Council with a request from the Troy Baptist Church to close Main Street from Walnut to Chestnut on October 1, 2022 from 3:00 p.m. thru 11:00 p.m. to host a block party to include a bounce house, band, and food.  Discussion followed.   

Motion was made by Duane Weishaar, second by Tim Hanlan to allow the Troy Baptist Church to close Main Street from Walnut to Chestnut on October 1, 2022, from 3:00 p.m. thru 11:00 p.m. to host a block party.  Vote unanimous with those Council members present. 

Mayor Sarah J. Boeh-Cerra presented the Council with a request from Kyle McConnaughey to close Walnut Street from 3rdto 4th Street on July 2, 2022 from 6p.m. to Midnight to host a party.  Discussion followed.   

Motion was made by Tim Hanlan, second by Duane Weishaar, to allow Kyle McConnaughey to close Walnut Street from 3rdto 4th Street on July 2, 2022 from 6p.m. to Midnight to host a party.  Vote unanimous with those Council members present. 

Mayor Sarah J. Boeh-Cerra requested a 5-minute executive session for non-elected personnel.   

Motion was made by Duane Weishaar, second by Tim Hanlanto go into executive session for 10 minutes for non-elected personnel with Mayor, City Council, City Attorneyand the City Clerk.  Vote unanimous with those Council members present.  Motion carried. Executive session started at 7:45 p.m.  The meeting reconvened at 7:50 p.m. with no action taken. 

Motion was made by Stan Ruhnke, second by Tim Hanlan to hire Jared Ratzlaff as a part time police officer in a KPERS Position for 20 to 30 hours per week at a rate of $20.00 per hour with no benefits with a start date of July 1, 2022.  Vote unanimous with those Council members present.  Motion carried. 

City Clerk Jim Richardson informed the Council that the City of Wathena accepted the offer of $27,000.00 for their Dodge Charger police car to include all installed equipment.  Discussion followed.    

Mayor Sarah J. Boeh-Cerra announced that City utility bills are due on the 10th of the month and if not paid by the 10th the late penalty will be applied.  Utility customers have a drop box at City Hall and can pay their bill online.   

There being no further business, motion was made by Stan Ruhnke, second by Tim Hanlanto adjourn the meeting. Voteunanimous with those Council members present.  Motion carried.  The meeting adjourned at 8:00p.m.
