Troy City Council met at Troy City Hall on HJanuary 21, 2020 in regular session.  Mayor Robert Jenkins called the meeting to order at 6:30 p.m.  Others present were council members Stan Ruhnke, Sarah Boeh-Cerra, Carolyn Clary and Cody Miller, City Clerk Jane Boeh, Working Superintendent Jim Horner, and City Attorney Alan Boeh.  Others present for a portion of the meeting were Jennifer Whetstine, Mary Winder, Water Plant Operator Danny King, and Brian Kingsley with BG Consultants.   

 

Ruhnke moved to approve minutes as written for January 7, 2020.  Clary seconded the motion and it carried.

 

Ruhnke moved to approve bill check #011500 to #011522 in the amount of $60,905.05.  Miller seconded the motion and it carried. 

 

Mary Winder was present as a park board member to ask that the city try to have the playground equipment installed at the Troy Community Park by May 7 for the Kansas road trip.  Need to remove old red, blue, and yellow equipment but leave the dome and swing sets.  Need dirt work done and concrete in place before starting on putting up new equipment.  Winder is to get a blue print of plan including dragon fly for Horner. Winder needs to work on volunteers to help once it is scheduled to be done.

 

Discussion on the digger truck tabled.

 

Water Plant Operator King came to the meeting.  Kingsley discussed 3 options for the sludge at the water plant to correct it going to the creek.  Discussion was held but no decision made but leaning towards option 2 or 3.  Kingsley is to add painting at the water plant and installing radio read meter with the project getting them purchased and maybe the city able to get them installed.  This project will need a CDBG grant and loan which Kingsley will work up a rate structure.  Clary left the meeting to attend preschool music programs.

 

Ruhnke moved to go into executive session at 7:15 p.m. to discuss real estate for 10 minutes with council, mayor, city attorney, city clerk and working superintendent present with Kingsley and King leaving the meeting.   Boeh-Cerra seconded the motion and it carried.  The meeting reconvened at 7:25 p.m.

 

Ruhnke moved to go into executive session at 7:25 p.m. to discuss legal matter for 20 minutes with council, mayor, city attorney, city clerk and working superintendent present.  Boeh-Cerra seconded the motion and it carried.  The meeting reconvened at 7:45 p.m.

 

Ruhnke moved to proclaim January 26-February 1, 2020 as school choice week.  Whereas all children in USD#429 school district should have access to the highest quality education possible, and whereas City of Troy recognizes the important role that an effective education plays in preparing all students to be successful adults; and, whereas quality education is critically important to the economic vitality of City of Troy; and, whereas City of Troy is home to a multitude of excellent education options from which parents can choose for their children; and, whereas, educational variety not only helps to diversify our economy, but also enhances the vibrancy of our community; and, whereas our area has many high-quality teaching professionals who are committed to educating our children; and, whereas, School Choice Week is celebrated across the country by millions of students, parents, educators, schools and organizations to raise awareness of the need for effective education options.  Miller seconded the motion and it carried.  Mayor Jenkins signed the Proclamation.

 

Ruhnke moved to proclaim February 2nd – 9th, 2020 as Scouts-BSA Anniversary Week whereas the Scouts-BSA has been at the forefront of instilling timeless values in youth since its founding in 1910; and this national youth movement has made serving others through its values-based program; and the Scouts-BSA is committed to helping millions of youth succeed by providing the support, friendship, and mentoring necessary to live a happy and fulfilling life; and the Pony Express Council of Scouts-BSA and its many Cub Scout Packs, Scout Troops, and Venturing Crews are celebrating Scouting’s 110th Anniversary; and there are many community organizations that make Scouting available for thousands of youth members in our area who participate in the Scouting Program as a means of character building, citizenship training, and personal fitness; and join with the citizens of this community to express our appreciation of the Pony Express Council and the Scouts-BSA for their interest in and dedication to America’s youth.  Miller seconded the motion and it carried.  Mayor Jenkins signed the Proclamation.

Rockey, Jr., Jim Horner, Pamela McNemee, Tim Hanlan, Cody Miller, Finance Committee: Hanlan, Miller, Clary, Street and Alley: Boeh-Cerra, Miller, Ruhnke,

 

 

 

 

 

 

 

Ambulance: Hanlan, Ruhnke, Clary, Utility Committee: Hanlan, Boeh-Cerra, Ruhnke, Building and Equipment: Boeh-Cerra, Miller, Hanlan, Parks and Recreation: Hanlan, Miller, Boeh-Cerra, Community Center Development Committee: Hanlan, Boeh-Cerra, Clary, and Personnel Committee: Miller, Hanlan, Ruhnke.  Boeh-Cerra moved to accept appointments as made.  Ruhnke seconded the motion and it carried.

 

Miller moved to make Sarah Boeh-Cerra President of Council and (William) Stan Ruhnke Vice-President of Council. Boeh-Cerra seconded the motion and it carried.

 

Clary returned to the meeting.

 

Ruhnke moved if employee is called out on a holiday, they get double time for hours worked.  If it is scheduled work on a holiday it is at time and half for hours worked.  The December 7, 1999 minutes referenced policy is no longer in effect.  Boeh-Cerra seconded the motion and it carried.

 

Ruhnke moved to adjourn at 8:15 p.m.  Boeh-Cerra seconded the motion and it carried.
