Troy City Council met at Troy City Hall on HJanuary 7, 2020 in regular session.  Mayor Robert Jenkins called the meeting to order at 6:30 p.m.  Others present were council members Stan Ruhnke, Sarah Boeh-Cerra, Carolyn Clary and Cody Miller, City Clerk Jane Boeh, Working Superintendent Jim Horner, Police Chief Doug Duncan, and City Attorney Alan Boeh.  Others present for a portion of the meeting were Ryan Smith.   

 

Ruhnke moved to approve minutes as written for December 17, 2019.  Clary seconded the motion and it carried.

 

Ruhnke moved to approve bill check #011451 to #011482 (2019) in the amount of $10,402.52.  Boeh-Cerra seconded the motion and it carried. 

 

Clary moved to approved bill check #011483 to #011499 (2020) in the amount of $15,434.99.  Miller seconded the motion.  Aye Clary, Ruhnke, Boeh-Cerra and Nay Miller on Miller Trash only.  Motion carried.

 

Ruhnke moved to go into executive session at 6:35 p.m. with all present staying to discuss legal matters for 15 minutes.  Clary seconded the motion and it carried.

 

Meeting reconvened at 6:50 p.m. with Ryan Smith coming to the meeting.

 

Horner reported the backhoe was fixed.  Water valves were discussed.

 

BG Engineers is coming to the next meeting and council wants Danny King to attend the next meeting and Clerk is to ask if Kingsley can also attend.  The left station for sludge at the water plant project will be discussed.

 

Substation was discussed.  The bid letting and taking for the electric project will be February 18, 2020 at 10 a.m. at City Hall.

 

Boeh-Cerra moved to go into executive session at 7:20 p.m. to discuss personnel with all present except Police Chief Duncan leaving the meeting.  Meeting reconvened at 7:25 p.m.

 

Ryan Smith gave notice and his last day at work is January 21, 2020.  He has another job.  Ruhnke moved if any seasonal work came up and he was available and city needed help we would consider him.  Boeh-Cerra seconded the motion and it carried.

 

City Clerk will run the following ad for help: The City of Troy is taking applications for a full-time Maintenance Worker.  Wage to be determined by experience.  Applicants must have a high school diploma or equivalent.  Valid driver’s license is required.  CDL is required or must be obtained within one year of hiring.  Physical and other requirements will be given at interview by personnel committee.  Applicant selected must pass drug test.  Applications may be picked up and returned to Troy City Hall, 137 W. Walnut St., Monday-Friday 8 a.m. to noon and 12:30 p.m. to 4:30 p.m. phone #785-985-2101 or 2265 Equal Opportunity Employer.  Applications will be taken until position is filled.

 

The 2019 expense and revenue report were given to the council by City Clerk and submitted to the County Clerk.  Also, the council approved the court report for the 4th quarter going in the paper at their request.

 

Clary moved to adjourn at 7:40 p.m.  Boeh-Cerra seconded the motion and it carried.
