Troy City Council met at Troy City Hall on HJanuary 15, 2019 in regular session.  Mayor Jenkins called the meeting to order at 5:30 p.m.  Others present were council members Hobert Clary, Sarah Boeh-Cerra, Tim Hanlan, Carolyn Clary and Stan Ruhnke, City Clerk Jane Boeh, City Attorney Alan Boeh, and Police Chief Doug Duncan.  Others present for a portion of the meeting was Gary and Joi Davies, Stephen and Heather Jackson, Garrett Nordstrom with Governmental Assistance Services, Beth Hanlan, Barb Greaser, and Rob Fuemmeler.   

 

Tim Hanlan moved to approve minutes as written for December 18, 2l018.  Hobert Clary seconded the motion and it carried.

 

Tim Hanlan moved to approve bills check #15834 to #115852 (2018 bills) in the amount of $12,427.52 and Ck. #10735 to #10758 (2019 bills) in the amount of $62,398.21.  Ruhnke seconded the motion and it carried.

 

Ruhnke moved to adjust for a water usage for account 60016501 for 15,000 gallons at a cost of $111.60 due to a leak.  Hobert Clary seconded the motion and it carried.

 

Hanlan moved to have mayor sign proclamation proclaiming the week of February 3rd to 9th, 2019 as Boy Scout Anniversary Week and to express community appreciation to the Pony Express Council and the Boy Scouts of America for their interest in and dedication to America’s Youth.  Ruhnke seconded the motion and it carried.  Mayor signed proclamation.

 

Hanlan moved to have mayor sign proclamation commemorating Troy School Choice Week January 20-26, 2019 to raise awareness of the need for effective educational options by millions of students, parents, educators, schools and organizations.  Boeh-Cerra seconded the motion and it carried.  Mayor signed the proclamation.

 

Gary and Joi Davies were back regarding vacant lot at 425 N. Seneca and wanted to see if the city could be willing to remove the clean up of the property when the house was removed in 201l in the amount of $3,875.00.  City Attorney was still of the opinion once on the tax roll it becomes the county to collect.  After council discussion they agreed they should not remove the clean up since it was tax payer money that was paid to remove the house.

 

Part of the Troy recreation board and grant writer Garrett Nordstrom was present to discuss and 40-60 grant for a new pool.  The grant needs in by May 15.  A new pool could cost $1.7 million or more.  The Council gave their support but told them they need to explore sources for match money, which has to be in place by the time the grant is submitted.  The board will come back in February with more information.

 

Ruhnke moved to approve Layne Christensen Company quotation on work to be done to Well 7 and the booster pump after the annual inspections were done total cost of $5,080 for the work.  Hanlan seconded the motion and it carried.

 

Heather and Stephen Jackson came to the meeting at 6:10 p.m. 

 

Ruhnke moved to approve the policy regarding utility problems as presented.  Hanlan seconded the motion and it carried.

 

Council agreed all the regular city shop employees need to get a license to spray pesticides/herbicides thru the Kansas Department of Agriculture.

 

Ruhnke moved to go into executive session at 6:20 p.m. for 10 minutes to discuss personnel with Mayor, council, city attorney, and police chief remaining.  Hanlan seconded the motion and it carried.

 

Meeting reconvened at 6:30 p.m. with City Clerk, and Stephen and Heather Jackson coming back to the meeting.

 

A variance hearing was held on the placement of a fence at 1197 D Last Chance Road.  Boeh-Cerra moved to approve the variance making the required set back on the south property line be 15’ instead of the 20’ required as it is a corner lot.  Hobert Clary seconded the motion and it carried.

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

Hanlan moved to approve building permit 2018-26 for a 6’ fence at 1197 D Last Chance Road.  Hobert Clary seconded the motion and it carried.

 

Council will start February 5 council meeting at 6 p.m. with an interview for City Superintendent to be held at 6:30 p.m.

 

Carolyn Clary moved to adjourn at 6:40 p.m.  Ruhnke seconded the motion and it carried.
