The Troy City Council met in regular session Tuesday January 4, 2022, at 6:00 p.m. at the Troy City Hall. The meeting was called to order by Mayor Sarah J. Boeh-Cerra. Mayor Sarah J. Boeh-Cerra and Council members Stan Ruhnke, Cody Miller, Tim Hanlan, Micheal Brissett answered roll call. Also present were City Clerk Jim Richardson, City Attorney Alan Boeh, Working Supervisor Jim Horner, Chief of Police Doug Duncan, Ambulance Director Matthew McKittrick, Morgan Hinds, and Duane Weishaar.

Mayor Sarah J. Boeh-Cerra requested a 30-minute executive session for non-elected personnel.

Motion was made by Micheal Brissett, second by Tim Hanlan to go into executive session for 30 minutes for non-elected personnel with Mayor, City Council, Working Maintenance Supervisor and Morgan Hinds. Vote – unanimous. Motion carried. Executive session started at 6:03 p.m. The meeting reconvened at 6:33 p.m. with no action taken.

Motion was made by Micheal Brissett, second by Cody Miller to go into executive session for 10 minutes for non-elected personnel with Mayor, City Council, and the Working Supervisor. Vote – unanimous. Motion carried. Executive session started at 6:34 p.m. The meeting reconvened at 6:44 p.m. with no action taken.

Motion was made by Micheal Brissett, second by Cody Miller to approve the Council minutes of December 21, 2021. Vote – unanimous. Motion carried.

The Council reviewed and discussed the bills presented.

Motion was made by Tim Hanlan, second by Micheal Brissett to approve the bills as listed AP check number 12974 thru 12995 in the amount of $9,241.02. Vote – unanimous. Motion carried.

The Council discussed the following items with Working Supervisor Jim Horner: Repair issues regarding the electrical substation; Snow removal and park cars not moved on snow routes; and acquiring sand from Holiday Sand at the Kansas City yard.

The Council discussed the following items with Chief of Police Doug Duncan: Alice training held at the Troy High School; ATV permit stickers; and proposed Ordinance No. 722 for the operation of ATV, Work-Site Utility Vehicles, Micro-Utility Trucks and Golf Carts within the City of Troy.

Motion was made by Tim Hanlan, second by Stan Ruhnke to adopt Ordinance No. 722 for the operation of ATV, Work-Site Utility Vehicles, Micro-Utility Trucks and Golf Carts within the City of Troy Kansas. Vote – 2 Yes (Hanlan, Ruhnke), 2 No (Brissett, Miller) Mayor Sarah J. Boeh-Cerra broke the tie with a Vote of Yes. Motion carried.

Mayor Sarah J. Boeh-Cerra requested a 10-minute executive session for non-elected personnel.

Motion was made by Micheal Brissett, second by Tim Hanlan to go into executive session for 10 minutes for non-elected personnel with Mayor, City Council, Ambulance Director and the City Clerk. Vote – unanimous. Motion carried. Executive session started at 7:15 p.m. The meeting reconvened at 7:25 p.m. with no action taken.

City Attorney Alan Boeh presented the Council with Resolution No. 2022-1 a resolution regarding financial statements and financial reports of the City of Troy, Kansas for their consideration. Discussion followed.

Motion was made by Micheal Brissett, second by Tim Hanlan to adopt Resolution No. 2022-1. Vote – unanimous. Motion carried.

Council member Micheal Brissett updated the Council on the Ambulance Committee. The Commissioners have decided to move forward with a Special Election Advisory regarding the formation of a county wide ambulance district. Discussion followed.

City Clerk Jim Richardson and City Attorney Alan Boeh presented the Council with

proposed Ordinance No. 723 an ordinance of the City of Troy, Kansas, fixing charges and special assessment to consumers of electric energy and proposed Ordinance No. 724 an ordinance of the City of Troy, Kansas, establishing the basis for calculating monthly user charges to be paid by those who us the City’s waste water treatment system for their consideration. Discussion followed.

Motion was made by Cody Miller, second by Stan Ruhnke to approve Ordinance No. 723 regarding the City electrical system. Vote – unanimous. Motion carried.

Motion was made by Cody Miller, second by Micheal Brissett to approve Ordinance No. 724 regarding the City sewer system. Vote – unanimous. Motion carried.

There being no further business, motion was made by Stan Ruhnke, second by Micheal Brissett to adjourn the meeting. Vote – unanimous. Motion carried. The meeting adjourned at 7:35 p.m.
