Interviews were held 5:30 p.m. and 6 p.m. for Maintenance Worker.

 

Troy City Council met at Troy City Hall on HFebruary 18, 2020 in regular session.  Mayor Sarah Boeh-Cerra called the meeting to order at 6:30 p.m.  Others present were council members Stan Ruhnke, Tim Hanlan, Carolyn Clary and Cody Miller, City Clerk Jane Boeh, Working Superintendent Jim Horner, and City Attorney Alan Boeh.  Others present for a portion of the meeting were Roger Bletscher and Paul Owing with BG Consultants.

 

Hanlan moved to approve minutes as written for February 4, 2020.  Ruhnke seconded the motion and it carried.

 

Miller moved to approve bill check #011550 to #011575 in the amount of $57,904.37.  Clary seconded the motion and it carried. 

 

Resignation of Robert Jenkins was submitted on February 14, 2020 due to health reasons. Pursuant to Kansas Law the vacancy in the office of Mayor resulting from Bob’s resignation caused Sarah Boeh-Cerra, President of the Troy City Council, to become Mayor for the unexpired term ending January 1, 2024 and caused a vacancy to occur with respect to the City Council office formerly held by Sarah also for the unexpired term ending January 1, 2024.  The Mayor, with the consent of the Council, most appoint an elector of the City of Troy to fill the now vacant City Council position.  The Mayor requests that any elector of the City interested in being appointed to fill the vacant City Council position give her written notice of that interest accompanied by a brief statement concerning why they are interested in serving the City. Requests for consideration should be in a sealed envelope delivered to the City Clerk at Troy City Hall on or before 3:00 P.M. on March 15, 2020. 

 

Roger Bletscher with Troy Lions Club was present to ask for a donation for fireworks and Easter egg hunt.  Hanlan moved to donate $1,650.00 towards the Easter egg hunt and 4th of July fireworks display.  Ruhnke seconded the motion and it carried.

 

Rainbow Communications will be at the next meeting regarding ordinance and pole lease agreement.

 

Ruhnke moved to approve Resolution 2020-1 authorizing the sale and conveyance of certain property to Troy Housing Investors, L. P., Special Warranty Deed, bill of sale, Release of Lease, Property Subject to Lease in connection with the issuance by the City of its Taxable Industrial Revenue Bonds, Series 2004 (Troy Housing Investors Project) Lots 1-4 and 17-20 inclusive in Block 20 in East Troy, and addition to the original town now City of Troy, Doniphan County, Kansas.  Hanlan seconded the motion and it carried.  Mayor Boeh-Cerra executed the same.

 

The council was informed of restitution issue on past employee Dustin Ferris.  It was discovered the court costs have to be paid before the city gets any restitution paid to them.  At the monthly amount of $25.00 it will take until Sept. 2021 before the court costs will be paid and the monthly fee of $25.00 will again come to the City towards his restitution will take approximately 80 years to pay the restitution back.

 

Ruhnke moved to proceed with accusation of ground needed for the water plant sledge project.  Clary seconded the motion and it carried.

 

Evergy is working on the title to the sub-station and is in process of surveying it.  The bid opening for the Electric Project was held at 10 a.m. with only one bid coming in from RS Electric.  After a conference call with Garett Nordstrom with Western Consultants who the city contracted to administrator the CDBG grant, Miller moved to have Western Consultant ask for request for single source bid weaver as far as the grant with Mayor signing any necessary forms.  Hanlan seconded the motion and it carried.

 

Clary moved to set a pole for Rainbow Communications at alley at West State and West Poplar and South Centre and South Clinton and they will pay the city $380.00.  Hanlan seconded the motion and it carried.

 

 Miller moved to have the digger truck inspected by Altec for $1,120.00 to determine what else is wrong because City Crew got it running. Clary seconded the motion and it carried.

 

Ruhnke moved to have the 8500 Bucket Truck inspected by Altec for $1,120.00 as it has not been inspected since 2017.  Clary seconded the motion and it carried.

 

If resident at 516 W. Robertson still has a problem with parking that is in the street right away, they need to come to the next council meeting.

 

 

 

 

 

 

 

 

 

Hanlan moved to approve building permit 2020-1 for a 6 ft. wood privacy fence at 619 W. Leona.  Miller seconded the motion and it carried.

 

Council agreed to have a special meeting at 6 p.m. on February 26, 2020 to interview and/or hire a maintenance worker.

 

Clary moved to adjourn at 8:05 p.m.  Hanlan seconded the motion and it carried.
