Troy City Council met at Troy City Hall on HAugust 6, 2019 in regular session.  Mayor Robert Jenkins called the meeting to order at 6:30 p.m.   Others present were council members Hobert Clary, Sarah Boeh-Cerra, Stan Ruhnke, Carolyn Clary and Tim Hanlan, City Clerk Jane Boeh, City Attorney Alan Boeh, and Working Supervisor Jim Horner.  Others present for a portion of the meeting Ambulance Director Matt McKittrick, Assistant Ambulance Director Tanner Veach and Pastor Rich Neely.

 

Hobert Clary moved to approve minutes for July 16, 2019 as written.  Carolyn Clary seconded the motion and it carried.

 

Hobert Clary moved to approve bill check #011102 dated 07-25-2019 for $877.64 and check #011103 to #011142 in the amount of $71,680.90.  Carolyn Clary seconded the motion and it carried. 

 

Hobert Clary moved to close Main Street between Walnut and Chestnut on Sunday, August 11, 2019 for the Baptist and Christian Church block party from 5:30 p.m. to 8:30 p.m.  Hanlan seconded the motion and it carried.

 

Hobert Clary moved to go into executive session at 6:32 p.m. for 15 minutes to discuss personnel with Mayor, Council members, Tanner Veach and Matt McKittrick present.  Hanlan seconded the motion and it carried.

 

Matt McKittrick and Tanner Veach left executive session at 7 p.m.  Meeting reconvened at 7:15 p.m.

 

Ruhnke moved to give Tanner Veach a 5% yearly and 5% performance raise effective August 11, 2019.  Hanlan seconded the motion and it carried.

 

Hanlan moved to give Matt McKittrick, Pam McNemee, and Doug Duncan a 5% pay adjustment increase effective August 11, 2019 and Jane Boeh 5% pay adjustment increase effective September 1, 2019. Carolyn Clary seconded the motion and it carried.

 

The 2020 Budget hearing was held.  Hobert Clary moved to adopt the 2020 budget as published.  Hanlan seconded the motion and it carried.  Council signed the budget.

 

Working Supervisor Horner is looking for an asphalt machine and roller and would like to see some asphalt budgeted in the future.  Trying to do Eastside Estate parking lot was discussed.  The city is ready and waiting on the county to do the oil and chat on most of the North/South streets excluding brick streets.  Bobcat needs some work, lights on water tower are now working, and all the Police Chief cameras are working.

 

Hobert Clary moved to put 3 tubes in (40’ of 14”, 40’ of 18”, and 24’ of 20”) on South 3rd and south 2nd streets at a total cost of $1,040 before the oil and chat is done.  Ruhnke seconded the motion and it carried.

 

Boeh-Cerra moved to send 2 to the underground electric training at McPherson on August 28 thru 30 and 2 to the hotline school at Manhattan September 17 thru 19 at a cost of $375/person plus hotel.  Hotel at McPherson is $80 per night but don’t have a price for Manhattan yet.  Ruhnke seconded the motion and it carried.

 

Carolyn Clary moved to send Ryan Smith, Eli Whittaker, and Lewis Johnson to a confined space training October 10 in Leavenworth at a cost of $90/person.  Ruhnke seconded the motion and it carried.

 

Boeh-Cerra moved to go into executive session at 7:35 p.m. for 25 minutes to discuss personnel with mayor, council members, city clerk, city attorney, and working supervisor present.  Ruhnke seconded the motion and it carried.

 

Meeting reconvened at 8 p.m. with all staying.

 

Ruhnke moved to give Lewis Johnson a 50 cents per hour raise after his evaluation.  Hanlan seconded the motion and it carried.

 

Ruhnke moved to give Danny King a 50 cents per hour raise after his evaluation.  Hanlan seconded the motion and it carried.

 

Hanlan moved to give Jim Horner 85 cents per hour raise after his 6 months evaluation in the working supervisor position.  Ruhnke seconded the motion and it carried.

 

 

 

 

 

 

 

 

 

 

 

Carolyn Clary moved to approve ordinance 713 uniform public offense code.  Hanlan seconded the motion and it carried.

 

Carolyn Clary moved to approve ordinance 714 standard traffic.  Ruhnke seconded the motion and it carried.

 

Ruhnke moved to offer $2,500.00 to take the service area of 3 customers of Westar when we purchase the substation.  Carolyn Clary seconded the motion and it carried.

 

Mayor was asked by Rookies if city would close Locust Street for about 4 hours in their block for an event, they were wanting to have one Saturday to park a boat.  Council agreed not to close the street as we have had a couple of auctions along Locust and didn’t close for those people and they were in the city limits. 

 

After reviewing a couple of resumes for the Municipal Court Judge the Mayor moved to appoint Laura Johnson-McNish as Municipal Court Judge for City of Troy.  Hanlan moved to accept the Mayor’s appointment of Laura Johnson-McNish as Municipal Court Judge at the rate of $234.00/month.  Ruhnke seconded the motion and it carried.

 

Hanlan moved to adjourn at 8:30 p.m.  Hobert Clary seconded the motion and it carried.
