Troy City Council met at Troy City Hall HJuly 17, 2018 in regular session.  Mayor Robert Jenkins called the meeting to order at 6:30 p.m.  Others present were council members Sarah Boeh-Cerra, Hobert Clary, Tim Hanlan, Carolyn Clary, and Stan Ruhnke, City Clerk Jane Boeh, Working Supervisor Dustin Ferris, and City Attorney Alan Boeh.  Others present for a portion of the meeting were Terra and James Cluck, Donald Harter, Chris and Julie Parks, Mary Winder, Garrett Nordstrom, Daniel Bauerkemper, Justin Campbell, and Police Chief Doug Duncan. 

 

Hobert Clary moved to approve minutes as written for July 17, 2018.  Boeh-Cerra seconded the motion and it carried.

 

Hobert Clary moved to approve bills check #115510 to #115549 in the amount of $42,320.95.  Boeh-Cerra seconded the motion and it carried. 

 

Mary Winder and Mr. Harter were present to discuss putting a walking trail at the Troy Community Park.  They plan on using fine gravel or wood chips for the trail.  They also asked to have the city use the bobcat to form the trail.  Council told her to come back to the meeting with route plan and they would discuss it further. 

 

Hanlan moved to close the street thru the park from 4 p.m. to 9 p.m. on August 26, 2018 for a summer send off event.  Hobert Clary seconded the motion and it carried.  The city will put out the barricades on Friday before.

 

Winder also said they were looking at upgrading playground equipment and applying for a grant.

 

James Cluck wanted the lawsuit on clean up dropped on his property at 525 West Jones as it is affecting the sale of the property.  Council agreed once the property is sold the case will be cleared as it was against the Clucks and not new owners and they don’t want it to return to what it was before it was cleaned up.

 

Hanlan moved to grant a variance at 510 W. Walnut of the set back being 20’ to be even with the existing structure (porch) which is only 10’ 6” set back from  property line for a garage to be constructed.  Ruhnke seconded the motion and it carried.

 

Hanlan moved to approve building permit 2018-19 for a garage at 510 W. Walnut as presented.  Hobert Clary seconded the motion and it carried.

 

Ruhnke moved to approve building permit 2018-18 for deck at 439 S. Park.  Hobert Clary seconded the motion and it carried. 

 

Boeh-Cerra moved to approve building permit 2018-17 for a deck at 309 S. Liberty.  Hanlan seconded the motion and it carried.

 

Justin Campbell representing Westar Energy, Daniel Bauerkemper, city electric engineer with Lutz, Daily, & Brain, LLC, and Garrett Nordstrom, grant writer with Governmental Assistance Services were all present to discuss the city going from 4160 to 7200 (12k).  Westar will need to make improvements to the sub station at some point and then the city would have a monthly fee of $1,600 estimated.  The city could purchase the sub station after it is improved and get around this charge.  Westar is planning on putting dual voltage transformers and the city discussed working on putting up dual voltage transformers on the city poles and then when it is all updated you would just have a black out and switch all the transformers from 4160 to 7200 (12lk).  Westar wants $150,000 for the sub once they have done improvements.

 

Bauerkemper says we need an inventory of system and to check for over loaded transformers and check poles. 

 

Nordstrom, when asked by council was informed the next dead line for CDBG grant is November 1, 2018.  He stated he would need cost estimates and scope of work in the next 30 days in order to apply for grant on time.

 

Ruhnke moved to go ahead with electric engineer providing grant information to the grant writer which will include the contracts for the grant writer and the electric engineer to do this work so they can proceed.   Hobert Clary seconded the motion and it carried.

 

Chris and Julie Parks were present regarding utility bill for their rental account #30017501.  A discussion was held.  Hanlan moved to adjust the August bill to what the previous month amount was.  Ruhnke seconded the motion and it carried. 

 

 

 

 

 

 

 

 

 

 

 

Police Chief Duncan reported on two cleanups the city had to mow and if owners don’t pay they will be put on the tax roll on property tax.

 

Ferris stated he would be starting the addition at the water plant.  He will be available to help with the electric inventory also.

 

Hobert Clary moved to approve Cereal Malt Beverage License 2018-3 in unopened containers and not for consumption on the premises at 105 W. Locust, managed by Traci Smith and doing business as Troy Fast Lane, LLC owner Gladys Strong.  The permit expires December 31, 2018 unless renewed.  Hanlan seconded the motion and it carried.

 

The budget hearing was held.  No public comments or inquiries were made.  Hobert Clary moved to adopt the 2019 budget as published.  Hanlan seconded the motion and it carried.  Council all signed the budget and a copy will be filed with the County who will file it with the state.  City Clerk will take it to the County Clerk.

 

Boeh-Cerra moved to go into executive session to discuss personnel at 8:10 p.m. with council, mayor, city attorney and city clerk present for a few minutes.  Carolyn Clary seconded the motion and it carried.

 

Meeting reconvened at 8:11 p.m.

 

Boeh-Cerra moved to give Matt McKittrick a $1.00/hour raise for 5 years of service.  Hanlan seconded the motion and it carried.

   

Carolyn Clary moved to adjourn at 8:12 p.m.  Ruhnke seconded the motion and it carried.
