Troy City Council met at Troy City Hall on April 21, 2020 in regular session via zoom video conference.  City Clerk Jane Boeh was personally present at Troy City Hall.  Also present at City Hall was City Superintendent.  Mayor Sarah Boeh-Cerra, called the meeting to order at 6:39 p.m.  Council members Carolyn Clary, Nicholas Popple, Stan Ruhnke, Tim Hanlan and Cody Miller, City Attorney Alan Boeh were present via zoom.

 

Hanlan moved to approve minutes for April 7, 2020 as written.  Ruhnke seconded the motion and it carried.

 

Hanlan moved to approve bills check #11681 to 11698 in the amount of $6,799.81.  Clary seconded the motion and it carried.

    

Ruhnke moved to approve zoning permit 2020-7 for a fence at 205 N Liberty.  Hanlan seconded the motion and it carried.

 

Zoning permit 2020-8 was tabled pending a variance hearing.

 

Ruhnke moved to approve zoning permit 2020-9 for a fence at 334 N 1st.  Hanlan seconded the motion and it carried.

 

Hanlan moved to approve zoning permit 2020-10 for a fence at 137 E Elm.  Ruhnke seconded the motion and it carried.

 

Zoning permit 2020-6  tabled at April 7 meeting is yet pending.  Application for a variance has not yet been submitted.

 

Council discussed tubes with Horner.  Hanlan moved to purchase tubes for Park and Poplar, Clinton and Poplar, and Liberty and Lower State at a total cost of $960.00 from Engemann Drainage to get ready for oil and chat.  Ruhnke seconded the motion and it carried.  Horner stated he is getting base rock down and Popple indicated County should be able to oil and chat sometime between mid and end of May.

 

Clary moved to authorize Horner hire two persons for summer help with a new one starting at $7.25/hour and a return summer helper to get $7.75/hour.  Hanlan seconded the motion and it carried.

 

Ruhnke moved to approve repairs of $8,947.00 for south booster pump thru Layne Christensen Company. Miller seconded the motion and it carried.  Council instructed Horner to gather information on the second pump before pulling.  Horner was also directed to get a price on cleaning clear well at the water plant.

 

Tabled discussion on the repair of well house until bids are secured and cost to repair the coin machine is known.

 

Council agreed to move forward with the water plant project to correct sludge going to the creek as ordered by Kansas Department of Health and Environment.

 

City Attorney will present draft copy of the electric ordinance with the special assessment to cover the electric improvements that are soon to get underway.

 

Ruhnke moved to adopt the Third-Party Administration Agreement with Compliance One for drug/alcohol testing and/or FMCSA Clearinghouse Services and/or employee assistance agreement in connection with required CDL License.  The agreement is for 2 years and unless terminated by either party will automatically renew for 2 more years.  Popple seconded the motion and it carried.

 

Due to KMEA board of director vacancies Hanlan volunteered to be Director 2 and Boeh-Cerra volunteered to be alternate.  Council agreed to these appointments for the unexpired term ending April 30, 2021.  City Clerk will fill out and submit necessary forms to KMEA.  Director 1 Ruhnke remains in place.  There are two proposals for directors to vote on.  Proposal 1 is renewal for letters of credit and Proposal 2 relates to acquisition of power company.  It was agreed vote would be cast in favor of both proposals.

 

City Clerk did not have city hall furnace bids so this was tabled.

 

 

 

 

 

 

 

 

 

 

 

Clary moved to open city pond on May 4 and that Police Chief shall patrol the pond.  Hanlan seconded the motion and it carried.  Keys can be purchased but pond key will not be useable until May 4.  Key holders must be a resident of Doniphan County.  Anyone who has had a key in the past must bring it with them or pay $2.50 more for this year’s key which is $35.00.  For more information call 785-985-2101 or 2265 during office hours.

 

Council directed City Clerk to check with engineer and grant writer on any new federal money that might be made available for the water project not yet started.  Council feels if something is available City needs to apply.  Also, need to see about working with Shelly Underwood and MAPS regarding SRF application.

 

Council and Mayor discussed having a budget meeting with the auditor present for a work session for 2021 budget.  City Clerk is to check with auditor.

 

Council member Carolyn Clary announced her resignation effective April 22, 2020, advising she has taken a new job which will prevent here from attending council meetings.  The governing body personally and on behalf of the City thanked Carolyn for serving on the City Council since 2018.   

 

Clary moved to adjourn at 8:35 p.m.  Ruhnke seconded the motion and it carried.
