Troy City Council met at Troy City Hall on HApril 16, 2019 in special session.  Mayor Robert Jenkins called the meeting to order at 6:15 p.m.  Others present were council members Stan Ruhnke, Carolyn Clary, Hobert Clary, and Sarah Boeh-Cerra, City Clerk Jane Boeh, Working Supervisor Jim Horner, and Chris Winkel.

 

Ruhnke moved to go into executive session to discuss personnel with all the above except City Clerk present for 15 minutes.  Boeh-Cerra seconded the motion and it carried.

 

Regular meeting reconvened with Winkel leaving the meeting and City Clerk coming back to the meeting at 6:30 p.m. along with City Attorney Alan Boeh.  Others present for a portion of the meeting were Bob Westmoreland with Core & Main, Barbara Ernzen, Richard Ernzen, Harry Smith, Jason Waterman, and Jarred Mann with BG Consultants.

 

Hobert Clary moved to approve minutes for April 2, 2019 as written.  Carolyn Clary seconded the motion and it carried.

 

Hobert Clary moved to approve bills check #10889 to #10918 in the amount of $106,861.01.  Boeh-Cerra seconded the motion and it carried. 

 

Harry Smith was present to see if council would allow a portable garage to be placed in trailer court and then a motor home placed instead the garage and someone would be living in the motor home.  The zoning ordinance does not allow for motor homes to be in a mobile home park.  Council refused his request.

 

Harry Smith wants a special event permit and street dance on June 7 when the rodeo is taking place and will need the street blocked off.  He is to get his paper work done in City Hall and then come back to the next meeting and council will need to pass a resolution.

 

After a discussion with engineer Jarred Mann in regards to the search grant as the original contract was subject to getting the search grant which we did not get due to income.  Mann will check with Governmental Assistance regarding if the low to moderate survey done a few years back would qualify the city instead of using the 2010 census.  Carolyn Clary moved to approve the Amendment #1 to agreement with BG Consultants subject to making sure the survey done would not make the city eligible and could reapply for the search grant.  Hobert Clary seconded the motion.  Aye Ruhnke, Hobert Clary and Carolyn Clary.  Boeh-Cerra abstained from voting.  Motion carried.

 

Barbara Ernzen, a student at USD#429 was present to observe the meeting for her government class.

 

Bob Westmoreland with Core & Main was present to explain about any questions regarding electronic meters and the bid he submitted.  For the software, hand held and 50 water meters the bid was $22,000.00 and this does not include the software for the billing, setters, and instillation.  Also, electric meters would need to be added to make all electronic.  No action was taken.

 

Chris Griffin was in about water usage after the winter on her son’s business.  A discussion was held.  Ruhnke moved to make sewer minimum in the amount of $10.11 instead of $113.37 and to remove the penalty total of $43.46 and not to reduce the water.  Boeh-Cerra seconded the motion and it carried. 

 

Carolyn Clary moved to proclaim April as Fair Housing Month and celebrate 51 years of fair housing.  Ruhnke seconded the motion and it carried.  Mayor signed proclamation.

 

Ruhnke moved to have the working supervisor be re-evaluated in 6 months from hire date and then yearly thereafter.  Carolyn Clary seconded the motion and it carried.  A memorandum was executed for the same with James Horner and Robert Jenkins, Mayor signing the form.

 

Agreement regarding curb cut and sidewalk modification was executed for 423 N. 2nd Street.  City Clerk will get owner in for his signature before he can start the work he wants to do.

 

Work report since last meeting was given to council by Working Superintendent.  He told the council about rock hauled to Well #6 approximately 240 Ton, cost approximately $2,500.00.  Ruhnke moved to purchase at least another 240 Ton to finish the project to get the well road higher than the field.  Carolyn Clary seconded the motion and it carried.

 

Ruhnke moved to purchase 6 cases of sonar for lagoon duckweed spray.  Boeh-Cerra seconded the motion and it carried. 

 

 

 

 

 

 

 

 

Horner asked about getting hot mix for the railroad bed at the end of Main.  This was tabled to another meeting.  He was given permission to fix curb and gutter bad spots on Main.

 

City Clerk was instructed to get an engagement letter for the municipal advisor by next meeting.

 

The governing body discussed concerns expressed by members of the city crew regarding lack of information concerning the criminal case filed against a former city employee.  The governing body agreed to share with employees, information it received regarding hearing dates and also agreed that any city employee who wants to attend a court hearing may do so.

 

Horner will be given the employees dates of hire and the performance appraisal form to be ready for the yearly evaluation at their hire date.

 

Ruhnke moved to hire Chris Winkel as a maintenance worker starting wage of $10.00/hour with benefits, to be evaluated in 90 days at possible 50 cent/hour raise and year evaluation with possible $1.00/hour raise.  He will need to give 2 weeks notice and a pre-employment drug test scheduled for him by the City.  He will also need to get a CDL and work on wastewater certification.  Boeh-Cerra seconded the motion and it carried.

  

Carolyn Clary moved to adjourn at 8:20 p.m.  Ruhnke seconded the motion and it carried.
