Unofficial Minutes Written by City Clerk Jim Richardson The Troy City Council met in regular session on June 4, 2025, at 6:00 p.m. at Troy City Hall. The meeting was called to order by Micheal Brissett. Mayor Micheal Brissett, Council members, Cody Miller, Duane Weishaar, Tim Hanlan, and Kohlbe King answered roll call. Council member Darren Clary was absent. City Clerk Jim Richardson, Chief of Police Mark Alan, City Attorney Alan Boeh, Working Supervisor Jim Horner, Bill Penny, Garrett Nordstrom Clint Paden, and Harry Smith were also present. The consent agenda was submitted consisting of the council meeting minutes of May 21, 2025; special council meeting minutes of May 29, 2025; bills as listed AP check 126910, in the amount of $14,078.00; AP Check 126930 in the amount of $12,500.00 AP checks 126931 thru 126949 in the amount of $514,470.66; and Resolutions number 2025-11 and 2025-12 for special Event CMB’s on June 13, 2025. Motion was made by Duane Weishaar, second by Kohlbe King to approve the consent agenda as submitted. Vote unanimous with those Council members present. Motion carried. Bill Penny from the American Legion was present to ask for street closing on August 30, 2025, Labor Day weekend for the purpose of having a car show. Discussion followed. Motion was made by Duane Weishaar, second by Kohlbe King to close Main Street from Walnut to Chestnut and Walnut Street and Chestnut Street from Main Street to Liberty Street on August 30, 2025, from 7:00 a.m. to 5:00 p.m.for the purpose of the American Legion to have a car show. Vote unanimous with those Council members present. Motion carried. Garrett Nordstrom from Governmental Assistant Services was present to the review and have the necessary paperwork passed and signed to submit the application for a CDBG grant for the park. Discussion followed. Motion was made by Duane Weishaar, second by Kohlbe King to authorize Mayor Micheal Brissett to sign all the necessary paperwork to file the application for a CDBG park grant. Vote unanimous with those Council members present. Motion carried. Motion was made by Duane Weishaar, second by Kohlbe King to adopt Resolution Number 2025-13 certifying legal authority to apply for a CDBG grant. Vote unanimous with those Council members present. Motion carried. Motion was made by Kohlbe King, second by Cody Miller to adopt Resolution Number 2025-14 a resolution that funds will be continually provide for the operation and maintenance of improvements to the park system to be finance with CDBG funds. Vote unanimous with those Council members present. Motion carried. Harry Smith addressed the Council concerning the order of removal for the trailer at 211 S. 2nd Lot 7. Discussion followed with Mayor, City Council, City Attorney, and Harry Smith. The Council concurred the order to have the trailer remove would proceed. Resolutions of finding reviews were held for resolution 2024-36, 112 S. Park Street, James & Melissa Delzeit; resolution 2025-05, 428 N. 2nd Street, Lyle Rockey; resolution 2025-08, 237 E. Poplar Street, Jennifer Schmille. Discussion
City of Troy (pop. Approx.1010) is accepting applications for a part-time police officer. The City of Troy is seeking a candidate who is highly motivated, ethical, a self-starter and dedicated to the principals of community-oriented policing. New hires will be required to complete a six-month probationary period. Minimum requirements include no felonies, domestic violence or serious misdemeanor offenses, United States citizen, 21 years of age, High school Diploma, valid driving record, Current KLETC certification or eligibility for certification by reciprocity is required. Candidates must pass a background check, and drug screening. Salary range $17.00 to $20.00 per hour depending on experience.
